PBBM, personal na kinumusta ang mga sinalanta ng kalamidad sa Pampanga
Transcript
00:00 Pampanga is one of the provinces that has been hit by heavy rain and typhoons.
00:05 That's why President Ferdinand R. Marcos Jr. visited these provinces
00:11 to personally reach for help and to plan for the solution of the flood in the area.
00:17 Alan Francisco with the report, Rise and Shine, Alan.
00:20 How many are in need and how much will we give them?
00:28 Do we do it in one single payment or over a period of time?
00:33 Well, LGU is the one in charge there.
00:35 Yes, we will help the DSWD, sir.
00:39 Those who are affected, the farmers, sir.
00:41 More on coastal barangays.
00:44 That's just part of the situation briefing in Pampanga
00:47 that was led by President Ferdinand R. Marcos Jr. along with some local leaders.
00:52 Some committees were discussed to solve the flood in Pampanga.
00:57 After the heavy rain and typhoons,
01:00 President R. Marcos ordered the construction of an impounding system in the house of Kandaba.
01:06 But some local officials are against it
01:09 because it might affect the livelihood of the rice farmers in Kandaba,
01:14 which is a major rice producer in the region.
01:16 President Marcos himself has already said that.
01:19 If we are going to do it, we have an alternative.
01:22 We don't want to destroy the livelihood of the 6,000 farmers.
01:27 Right?
01:29 So we will do that.
01:30 But what we are trying to do right now
01:35 is to assess the technical aspects of the flooding.
01:41 What happened? Why is the water not coming down?
01:44 What can we do?
01:46 Now, that has an effect.
01:48 We will put it in a swamp.
01:51 What about the farmers there?
01:54 We will find something else for them to do.
01:57 We will find another piece of land.
02:00 We will not leave them.
02:03 President Marcos also mentioned the construction of dredging operations
02:07 as a short-term solution to the flood.
02:09 Also, the construction of a bridge in San Simon
02:13 to reduce the heavy flow of traffic on the North Luzon Expressway.
02:17 The construction of a bridge in San Simon is approved by the NLEX.
02:22 Thank you, Mr. President.
02:24 Boss, that is part of the public works of the bridge.
02:29 Yes, public works.
02:31 That is why they agreed.
02:33 Because of the measurement they did,
02:36 the water level increased by 0.7 meters.
02:39 They will add 4.5 extra meters so that it will not reach.
02:44 This plan was approved by the former DPWH Secretary Rogelio Singzon
02:49 as a solution to the flood in Central Luzon.
02:52 Before the briefing, the President also personally requested
02:55 the distribution of aid to the affected residents in Pampanga.
02:59 Just like the DOLE, AICS program and food packs of DSWD
03:05 and financial assistance from the Agriculture Department.
03:08 President Marcos also pointed out the effect of climate change
03:11 on the flooding in the province.
03:14 He also said that the government is here and is ready to help,
03:17 especially during this time of crisis.
03:20 That is why we need to prepare for this so-called climate change.
03:27 The time is changing. It is not following the old times.
03:31 We are here to ensure that the way forward is good.
03:37 We will provide assistance to those in need.
03:42 The government is here and is always ready to help those in need.
03:49 The President also conducted an areal inspection of flood-affected areas in the province.
03:54 Alan Francisco for the Morning Show of the Philippines, Rise and Shine, Philippines.
