Transport Minister Anthony Loke said there will only be one theory test to obtain a motorcycle and driving licence under a new ruling to be enforced starting Sept 15.

Loke said on Wednesday (Aug 2) that while the ministry will be exempting the applicant from taking two theory tests, they will have to undergo circuit and on-the-road tests for motorcycles and cars separately.

00:00 To facilitate the adoption of Malaysian driving licence, especially for young people,
00:05 the Ministry of Transport has issued a new Basic Regulation
00:09 on the learning part or the theory course,
00:13 the Driving Education Curriculum, or better known as KPP-01,
00:19 to obtain a driving licence.
00:22 On 15 September 2023,
00:26 any individuals who currently have either a LMM,
00:31 a motorcycle class,
00:33 and are hoping to obtain a LMM in a different class,
00:38 a motorcycle or a motocar,
00:40 are excluded from attending the KPP-01 course
00:44 and the KPP-01 theory test.
00:47 For example,
00:49 someone who has passed the KPP-01 test or theory
00:54 in the driving licence,
00:56 does not need to take the KPP-01 course for the second time
01:00 when he/she is taking the driving licence for a motocar.
01:03 However, it is still compulsory to take the KPP-02 course,
01:08 which is practical in Lita,
01:09 and the KPP-03 course, which is practical on the road,
01:12 separately,
01:13 when taking the Malaysian driving licence,
01:16 a motorcycle,
01:17 and a motocar.
01:19 The individual only needs to renew
01:22 the LDL driving licence,
01:24 and then register at the driving institute
01:27 to complete the training and test at the KPP-02 and KPP-03 levels
01:32 in the driving licence class.
01:34 The age requirement for a motocar is 16 years and above,
01:40 while for a motocar it is 17 years.
01:43 So, there are many
01:45 feedbacks and requests that we receive,
01:48 that it can be combined
01:51 because the road rules are the same for a motocar and a motocar.
01:56 There are only a few different aspects for a motocar and a motocar.
02:00 What we will do,
02:02 from the curriculum,
02:03 is to combine them
02:05 into one.
02:06 So, when he/she takes any category,
02:09 he/she will learn the theory for both motocars and motocars.
02:13 Because,
02:14 we generally know that
02:16 among Malaysians,
02:17 most of them
02:19 take the licence for both categories,
02:22 motocars and motocars.
02:23 So, we combine
02:25 the theory class
02:27 and the test as well.
02:29 So, there is no need to sit twice.
02:32 Not only can it save time,
02:35 it also saves costs.
02:37 So, we expect that
02:39 there will be a cost of at least RM100
02:43 to all applicants.
02:46 Thank you.
