From Ilocos Norte, to Cavite, over a hundred areas in Luzon are now under a state of calamity after the damage from Typhoon Egay. They are also bracing for Typhoon Falcon.

00:00 Flooding remains over a huge portion of Dagupan City in Pangasinan.
00:04 Due to the effects of Super Typhoon Egay and the Southwest Monsoon or Habagat,
00:09 Mayor Belen Fernandez says the flood has affected around 30,000 people,
00:15 mostly living near the river.
00:17 More than 200 houses were affected.
00:21 So, if we estimate, it will reach at least P12 million.
00:25 Fernandez says plans to mitigate flooding in the city have been laid down.
00:30 But some members of the City Council rejected the project budget over political differences.
00:37 Fernandez says the Interior Department even tried to mediate but failed.
00:42 When I submitted the budget,
00:44 the DBM said it is mandatory to approve the 20% development fund.
00:52 Same with COA that the 20% should be utilized.
00:56 But I didn't listen to them. They have their own agenda.
01:01 They forgot the people who would need this budget to help them.
01:07 In nearby Kalasyaw,
01:09 floodwaters reached the second floor of some houses.
01:12 Kalasyaw is a catch basin of water from the upstream municipalities of Pangasinan.
01:17 We have barangays that are six or seven feet deep in the water.
01:23 It's not passable.
01:24 All provincial roads are passable, but barangay roads are not.
01:32 Yesterday, we conducted rescue operations because we have fellow villagers who were swept away.
01:41 The local government says the flood is subsiding slowly.
01:45 So it is bracing for the impact of Typhoon Falcon in the coming days.
01:49 Dagupan and Kalasyaw are under a state of calamity.
01:53 The typhoon Falcon is yet to come.
01:57 But as of the moment, our town is still flooded.

02:18 All agencies under the Incare Department, including the local governments,
02:23 police, fire bureau, and rescue groups are cooperating to make sure people are safe.

02:30 over a hundred municipalities and cities are under a state of calamity.
02:35 This means the local governments may use their calamity fund,
02:39 which is equivalent to 5% of their total annual budget.
02:43 Officials can also impose a price freeze on basic goods.
