Family’s emotional plea to reform driving licenses after cyclist killed by partially blind driver

An inquest has heard that a partially blind driver who hit and killed a cyclist on a country road had been given his licence back, despite nearly colliding with parked cars during a driving test. The cyclist's family has made an emotional plea for reforms to the way driving licences are issued, in the hope that other lives will be saved.
