Ben Wallace calls army spending a 'detterent'

Secretary of State for Defence Ben Wallace described the 3 billion in combined funding for the British armed forces d "deterrent." He added that while the UK will continue to work to avoid conflict, a reduced amy will still be able to engage in large scale conflict.
