COPPA Pre-Screen for YouTube Videos - Florida Fish Hunter

This is my attempt to start on a solution for future uploads on youtube that I think would help in some way with the coppa fiasco that has fallen upon all the youtube creators. The question still remains - would this help? I don't know... On a legal platform I believe it should...
