Alcala: Davidson Bangayan is 'smuggling king'

Mystery still surrounds the identity of the country's alleged rice smuggling king -- David Tan. But the agriculture chief is sure David Tan is Davidson Bangayan. Secretary Proceso Alcala has also linked Bangayan's lawyer, Benito Salazar, to illegal rice importation.
