Offensive vs MNLF should have been final option: analyst

MANILA -- Professor Julkipli Wadi, dean of the University of the Philippines Institute of Islamic Studies, said a military offensive against the Nur Misuari group of the Moro National Liberation Front (MNLF) should have been the final option.
