00:11 After more than two decades of struggle,

00:17 Mindanao was separated from the country

00:19 when he established the Moro National Liberation Front.

00:21 And the 1996 Peace Agreement ended there.

00:24 Nur Mizwari sat as governor there

00:26 in the former autonomous region of Muslim Mindanao in 1996.

00:30 But due to controversy, he ended his leadership.

00:33 In his last two years, in 2000 and 2001,

00:36 there was a ghost delivery in DepEd Arm

00:39 of information and technology package from two companies

00:43 that amounted to a total of P77 million.

00:46 He was confronted by several DepEd and co-officials

00:48 in the Graf and Malversation cases

00:50 through the publication of public documents.

00:54 Earlier, Mizwari was found guilty of a third-degree crime

00:58 and five others for the Graf or violation of Republic Act No. 1319.

01:02 Because there was no public bidding

01:04 and only the suppliers canvassed,

01:06 Mizwari was forced to approve the issuance of P31 million

01:09 from DepEd Arm to a company.

01:34 There was not enough evidence to prove his actions

01:37 and he was fined by an individual for running a public fund.

01:41 Witnesses confirmed that the next governor

01:44 addressed the allocation of money

01:46 and the term of Mizwari's appointment

01:48 for the payment of the project was over.

01:50 The fund was just a bribe

01:52 for what happened during Mizwari's term

01:54 and the money was just for the projects

01:56 at the term of the next governor.

01:58 And because the documents were not complete,

02:00 the court said,

02:01 it's not certain that Mizwari had anything to do

02:04 with the next governor's payment.

02:07 Because of the Malversation case,

02:09 Mizwari's accomplice filed a guilty hathol in the Graff case.

02:12 Without the conviction on Malversation,

02:16 these two charges of violation of RA3019

02:20 do not have any leg to stand on.

02:23 Chairman Mizwari was not present at the Sandigan Bayan

02:25 when the court sentenced him.

02:27 Because of his age and health,

02:29 he filed a motion to the court

02:31 to do this through a video

02:33 that was allowed by the Sandigan Bayan.

02:35 Instead, Mizwari's 85-year-old son came.

02:38 Because of old age,

02:40 it's going to be very difficult for him to travel,

02:42 even to Manila.

02:44 Because he can appeal,

02:46 Mizwari was not immediately helped,

02:48 and he was accused.

02:49 They just doubled the 60,000 pesos

02:51 that Mizwari was charged with,

02:52 and he was sentenced for other charges.
