Customs reshuffle not enough: BOCEA

MANILA - The Bureau of Customs Employees Association believes plans to reshuffle district collectors and computerize the agency are not enough. BOCEA president Romy Pagulayan said there would be no point to the planned changes if institutionalized corruption is not addressed and disadvantageous laws are not repealed. He said increasing revenue collection in the agency depends on strengthening the bureau's valuation system and manpower capability. Mornings@ANC, August 6, 2013
