Witness: Westminster car crash 'looked deliberate'

A witness to the Westminster car crash incident said it 'looked deliberate'. Jason Williams said the car was driven at speed and did not appear to swerve or avoid the crash. Williams added that police were on the scene within minutes. The crash is now being treated as a terrorist incident.
