Expert's take on North Korea's apparent intent to denuclearize

We had a bunch more information and more promises coming from North Korea over the weekend.
To help us digest it all... and find out what the North is up to, we connect to an expert for his take.
David Maxwell is Associate Director of the Center for Security Studies at Georgetown University,... he's also a retired Army Special Forces colonel and a fellow at the Institute of Korean American Studies.

North Korea is making headlines again with its latest plan to give up its nukes--
Kim Jong-un says he will shut the regime's nuclear test site in May,... and will invite experts from South Korea and the U.S.-- and journalists-- to "transparently open to the international community" the dismantlement of the facilities."
And we hear U.S. National Security Adviser John Bolton saying the U.S. is looking at "Libya Model" for North Korea negotiations,... how would this be perceived by the regime?

Despite the rapid series of developments on the Korean Peninsula, there are those who remain skeptical about Pyongyang's true motives.
North Korea announced its detailed plan-- a day after lashed out at lack of substance in the Panmunjom Declaration,... how strongly should we keep questioning the regime's intentions?

In the past, summits with North Korea had been organized through contacts between foreign or State Department officials.
But this time,.. it was the intelligence apparatus that made it happen.
South Korea's National Intelligence Service Chief Suh Hoon, CIA Director Mike Pompeo, now the Secretary of State, and North Korea's former Reconnaissance General Bureau chief Kim Yong-chul have been the key players behind the scenes making sure the inter-Korean summit happened and are working toward making a U.S.-North Korea summit a reality now.
