If you have your home of business re-keyed, bear in mind that your locksmith will possibly charge additional for lock picking or accessing the cylinder with a specialized tool. Some hardware requires the existing key to be used in order for the lock cylinder to be accessed. If that key is not available, your locksmith must either pick the lock or use a puller type device. Be sure to provide any of the existing keys you might be in possession of to your technician before the project gets underway to avoid possible additional charges. Locksmiths in Texas are licensed by the Texas Department of Public Safety. Licensed Locksmiths must pass a criminal background check, maintain liability insurance, receive training and demonstrate their knowledge of the laws governing their profession. Before hiring a locksmith in Texas, always ask to see their "pocket card" issued by the DPS. The card will have the name of the locksmith, a color photo of the locksmith, and the card's expiration date. If the locksmith you hire does not produce a state of Texas DPS pocket card, you may have just given the keys to your home, business and vehicle to a known felon or sex offender. If you knowingly hire and unlicensed locksmith, you may be assessed a civil penalty to be paid to the state in an amount not to exceed $10,000 for each violation. Operating as a Locksmith without a license is a violation of Sec 1702.338 of the Texas Occupations code.
