Water: Crisis or spin? Politicising a basic need

Water, water everywhere, but unfortunately none to spare! Well not quite, but it does seem to be getting closer to that for the people of Selangor, KL and Putrajaya. Already some areas a being affected by a shortage of treated water.

So is this shortage real or is it a ruse to put a Pakatan State government in bad light as the 13th General Election draws near? Is this part of Barisan's general election weaponry?
