Ecuador: Provincial Gov'ts Opening Broad Debate on Key Local Issues

Ecuador's 23 provincial governments are opening a debate on key local problems. The aim is to attempt to involve sectors reluctant to participate in the national debate called by President Rafael Correa on proposed progressive tax measures designed to redistribute wealth and on where the country is headed.
