A bill was introduced in the United States Senate on Wednesday that could help to avert an imminent humanitarian crisis in Puerto Rico. If passed, the bill would allow the island’s municipal agencies and municipalities to declare bankruptcy, a necessary step in restructuring their debt. Proponents charge that Republicans in Congress appear to be more concerned about the interests of the creditors than the well-being of the Puerto Rican people, whose status as a U.S. territory leaves them without a voice.
