Bus pervert with pantyhose fetish harasses woman on bus, claims 'mental illness'

A forty-five-year-old Taiwanese man was caught yesterday molesting a thirty-year-old woman sitting next to him on a bus.
The two reportedly sat next to each other on a bus traveling from Taipei to Taiwan's northern city Keelung. The suspect, surnamed Chiu, began to grope the girl's thigh as the bus jolted left and right. He also used a A4 document folder to cover his dirty groping hands.
The woman was very upset, and told the bus driver what was going on. Chiu of course said he "didn't mean to touch her."
The driver stopped by a police station, and a passenger reported the incident to the authorities. When Chiu saw that it was the real deal, he dramatically kneeled in front of everyone in a traditional Japanese 'dogeza' manner to ask for forgiveness.
He claimed to have a mental illness, and pulled out a disability card to prove it. After the cops busted him by figuring out the disability card belonged to his brother, he then admitted that he "has a fetish and cannot resist touching women when they wear stockings."
The dogeza stunt did not work for Chiu, as he was charged with harassment and forgery.
