Chinese recycling tycoon, Chen Guangbiao, treated 250 people to dinner at the upscale Central Park Boathouse restaurant in New York on Wednesday but fell short on his promises.

In addition to steak and sesame-encrusted tuna, rendition also promised to give attendees $300 cash and torture them with his version of "We are the World." The event was filled with pro-communist sentiment including local Chinese dressing up like Maoist soldiers.

The New York City Rescue Mission partnered with Chen under one condition, that the $90,000 would be donated to their charity instead of directly to the people.

"We work with the homeless every day," said Michelle Tolson, the mission's PR director, "many of them unfortunately have drink and drugs problems, and it just isn't a good idea to give that sort of cash out to people."

Unrest rippled through the crowd when word got out that attendees would, in fact, not be receiving any dead presidents.

"We don't need their steak," said Harry Brooks, a Vietnam war vet in attendance, "we need the money so that we can pay for food and clear debts."

Chen then took the stage for a photo opp and said that he would make good on his promise of $300 for each person if they came to the Rescue Mission to collect it. After berries with crème fraîche were served for dessert the hopes of New York's homeless had been renewed and they boarded buses heading to the mission.

When the billionaire tycoon never showed up, the executive director for the mission, Craig Mayes addressed the crowd but was ultimately drowned out by people yelling "f--- you," Vice Media reported.
