But addressing the issue comes up against a wall of silence, as on the one hand, official figures do not reflect the extent of the problem given that most victims out of fear, shame or lack of faith in the judicial system do not come forward, and on the other, authorities seek to downplay the phenomenon, so as not to affect the country's image.
