Footage has emerged of a police officer using a taser on a man named as Irvin Laws, who has fallen backwards and striking the back of his head to the road.
The officer continued to apply the taxer to Mr Laws, who does not appears to be unconscious and does not appear to awaken after the incident.
While the subject of resisting arrest might be open to speculation, some residents have complained that the officers of Isle of White Sheriffs Dept are targeting certain areas.
Raymond Berndt, who recorded the footage and uploaded it to Facebook, has asked said that while he believes the local sheriff's department has been harassing their neighborhood, the police officer did not handle the situation as best he could have.
There are no current reports on the condition of Mr Laws.
