Good Guy Biker almost Killed

This Dumb driver in a smart car decides to pull a 4 lane u-turn across a double yellow line from a parked position in front of one of my motorcycles. He almost killed me and did not even know it.

What do you guys think ? Is he in the wrong ? Is he a real prick ? Am I talking to myself ???
