One refugee from Idlib had no doubts President Bashar al-Assad's regime used such weapons.

"The regime attacked us. They killed everybody including women and children. They attacked with all kinds of weapons and they tried all kinds of weapons on us."
International powers are struggling to decide what action to take against the war-torn country's government.
British Foreign Secretary William Hague said the UK would respect parliament's decision voting down potential strikes, but emphasized the threat of allowing chemical weapons use to go unpunished.
