U.N. "Deeply Troubled" by North Korea's Announcement

After North Korea announced it will be restarting a nuclear reactor, United Nations chief Ban Ki-moon said the North Korea situation has gone too far. Ban offered to facilitate peace talks in hopes that the crisis can be resolved.
