Australian foreign minister Bob Carr visited the site of the Bali bombings on Monday and laid a wreath at the monument to the victims of the attacks.

Bomb blasts ripped through nightclubs in the tourist town of Kuta in 2002, leaving over 200 people dead, 88 of whom were Australians.

Carr is in Bali to attend a regional people-smuggling conference on Tuesday.

"We want to review cooperation on human trafficking to seek the development of policy guidelines to help countries criminalise human trafficking. That's necessary if you are to overcome the wretchedness of slavery, the enslavement of people and their transference across borders."

Representatives from more than 60 countries and related organisations will attend the event on Tuesday, which aims to raise awareness on people-trafficking.
