Meanwhile, on Sunday a bomb tore through this government building in Damascus, wounding 11.

The government blamed rebels for the attack, referring to them as terrorists.

In an attempt to end the bloodshed, peace envoy Lakhdar Brahimi met with the head of the Arab League in Egypt on Sunday.

Russian foreign minister Sergei Lavrov is expected to join them in talks seen as key.

Moscow has shot down several international attempts to intervene Syria's conflict, which has left an estimated 32,000 people dead.
