A. Biswas says that one of the biggest issue in developing countries is the people's apathy, as they have very low expectations from the government and as a result do not put enough pressure on the authorities. Education is critically important. In addition, corruption is widespread in the water sector.

J. Lapègue says education is needed, but as part of a long term strategy. In parallel, short term needs should also be addressed.
