Is this a UFO or something??

This was filmed over King's Dominion amusement park in Doswell Virginia recently. What the hell is it?

A UFO? Military surveillance with some sort of cloaking technology? A natural phenomenon? A weather balloon? A fake video? Camera malfunction? A dirty camera lens? Anybody have any ideas?
