00:00All right, these are the first visuals viewers that are coming in from the Prime Minister's
00:05residence. All eyes have been on the Cabinet Committee on Security Meet. Well, that's what's
00:11taking place right now. You can see Prime Minister chairing this meeting. All eyes on
00:16this particular meet, viewers. India is plunged in grief and now there is a sense that retribution,
00:25revenge, all of that. But what would be India's response right now being discussed? These
00:32visuals that are coming in of the Cabinet Committee Meet on Security. The Prime Minister clearly
00:39chairing that meeting. He cut short his visit to Saudi Arabia late last night, flew back
00:45in. The Home Minister who was in Srinagar yesterday also flew back in this morning after meeting
00:51the injured. And now this high security meeting taking place. The Cabinet Committee on Security
00:58Meet on Suze. The Home Minister, Defence Minister, NSA, everybody at the Prime Minister's residence.
01:06There's Nirmala Sitaraman at the Prime Minister's residence. Minister of External Affairs, SJ Shankar.
01:12Everybody attending. It's a key security meet. Important decisions would be made on what would
01:18India's response be to what we have seen on Suze yesterday in Srinagar, Pehelgaan? A
01:25bloodbath there where 28 till now have been killed. Helpless, innocent tourists. The Prime Minister,
01:33clearly what you can see, grim, understandably, you know, the kind of situation right now that
01:40prevails. The Defence Minister today gave up the first public statement coming in from the government
01:46where he says that India will give a befitting response. Those visuals that you can see, the
01:54Prime Minister flanked by the Home Minister on one side, Defence Minister on one side. Clearly,
01:59it's the Home Minister explaining the current situation to the Prime Minister. What would come
02:04out of this key huddle remains to be seen. The National Security Advisor, NSA, Ajit Doval is also present at
02:11this particular meet. But these images coming in from the Prime Minister's residence. I want to cut
02:17across right now, immediately, my colleague, Piyush Mishra joins us right outside Seven Lok Kalyan. Mark,
02:23Piyush, what more can you add? Images coming out of this meeting right now, all eyes trained on what
02:30would, you know, be the decisions that are taken. Will there be imagery percussions where Pakistan is
02:36concerned or will India strike when the iron is cold? Over to you, Piyush.
02:46Well, most likely, Preeti, there can be some sort of decision taken by this crucial meeting which is
02:52right now underway. And as we are speaking, we've also got the inside pictures of the meeting which
02:57is taking place at the residence of PM Narendra Modi. We can see Home Minister Amit Shah, Defence Minister
03:02Rajna Singh, Foreign Affairs Minister S. S. Shankar. Along with him is National Security Advisor,
03:08Ajit Doval and Vikram Mishra, who is also Foreign Secretary. All the top officials are right now
03:14present. Also, a few officials from Prime Minister's office, including P. K. Mishra. He is also there
03:20in this crucial meeting which is right now going on. Remember that PM Narendra Modi has cut short his
03:25the Saudi Arabia visit. And the moment he landed today at the airport, he was briefed by National Security
03:32Advisor, Ajit Doval. And in that meeting, as Jais Shankar was also present, Vikram Mishra was also there.
03:38And as we are speaking, this crucial meeting is underway at the residence of Prime Minister.
03:44What we are also told is that in few minutes from now, the Foreign Affairs Ministry is also going to brief
03:50the media about the current stance of Foreign Ministry. So, the briefing was supposed to take
03:56place at 7 p.m. But the meeting is still underway at the residence of Prime Minister. And as we know
04:04that, you know, Defence Minister Rajna Singh has already assured that the strongest possible actions
04:11will be taken. A befitting reply will be given to Pakistan. And remember that this statement was made
04:16just ahead of this crucial meeting at the Prime Minister's residence. So, after this meeting,
04:22we can expect some sort of decision taken by the government because our huge assurance has already
04:27been given by the all top leaders of the government, including PM Narendra Modi, Defence Minister Rajna Singh
04:33and also Home Minister Amit Shah.
04:35All right. So, those images that are returning, it was an urgent meeting, viewers, which was called
04:40by Cabinet Committee on Security meeting underway right now. There will be certain decisions
04:45that will be made in this particular meeting and there will be repercussions of that. How
04:50immediate will those repercussions be is the big question. But the Prime Minister right now
04:55being briefed and, of course, taking stock of the situation and, of course, coming in together
05:01to decide what will be the appropriate action. All of this, viewers, happens in the backdrop of
05:07a country that is plunged in mourning, in grief at this point of time. As we speak, there are last
05:14rights of some of the 28 tourists that were slain in what was a bloodbath in a meadow yesterday
05:21in Pehelgam. These images coming in, you can see the NSA, you can see the Home Minister, you can see
05:29the Defence Minister, all engaged in conversation and all eyes on this particular meet. The big five
05:37ministers of Modi in a huddle along with other security experts coming in together to decide what
05:43would be the appropriate course of action. Till now, Piyush, we've got other than, of course, tweets by the
05:49Prime Minister, tweets by the Home Minister, we've got one solid reaction coming in from the Defence Minister
05:56because there is a fair amount of anger across the country that India needs to retaliate and retaliate
06:02strongly with grit and determination. And the Defence Minister today in a public statement opened with
06:08that, saying that India's response will come and it will come out strong and, you know, it will happen
06:15sooner than later. Are we expecting, you know, a formal statement also to come after this particular meeting?
06:21Well, most likely we can expect a formal statement also to be released by the government after this
06:31meeting, which is right now underway. And our Defence Minister has already said that we are going to hit
06:36hard and we are not only going to catch the people who are behind this dastardly attack, but also people
06:43who are transpiring behind the curtains. So, strongest possible actions will be taken. At the same time,
06:49we have seen Home Minister Amit Shah has also visited Jammu and Kashmir. He was there in Pelgam. He
06:55met with bereaved families. Before meeting the families, he also held crucial meetings with
07:01the top government officials of Jammu and Kashmir. LJ Manoj was also there. Senior police officials
07:06from Jammu and Kashmir were present. Officials from RAW, IAB were also there in that meeting. And
07:11he has held a meeting till 1am in the night today, if you talk about yesterday. After holding a series of
07:19meetings, he was also surprised of the situation there of Pelagram and then he directly went to
07:25the very spot where this dusted litter attack was carried out by Pakistan-sponsored militants. Also,
07:34Home Minister has been updated about the current situation. The operations against the terrorists have
07:40already been launched by the security forces. Two teams today in the morning itself, they left from Jammu and
07:48also from Delhi of National Investigations Agency. And they are already carrying out investigations.
07:53So, Home Minister Amit Shah is also briefing Prime Minister about the current situation there in Jammu and
07:59Kashmir. And Defence Minister, who in the morning also held up more than 2.5 hours of meeting with all
08:06Tri-Services Chiefs and senior officials of Defence Ministry. He is also telling Prime Minister about the
08:13current situation and also the preparations those have been done by the government. So, yes,
08:20the government is going to hit back hard and yes, Karana Jawa will be given. That's what has also been
08:25assured by the government. We'll have to wait and watch when this meeting comes to an end and what kind of
08:30statement the government is going to release after this crucial meeting.
08:33You know, Piyush, along with, of course, what would be the appropriate retaliatory measures that
08:37India is going to take and in what time, you know, will those measures be taken is going to be top
08:43priority of the Cabinet Committee on Security Viewers. It is the top, you know, decision-making body where
08:49internal security of India is concerned. But, Piyush, a lot of the discussion today in this particular
08:57meeting will also sadly be on what has been a huge intelligence failure. I also want to bring in
09:03Jitendra Bahadur, my colleague, who covers the whole ministry very closely. He's also joining us live.
09:08Jitendra, the meeting has started.
09:12Jitendra, the meeting has been a huge issue for all the listeners.
09:15Jitendra, the meeting has been a huge issue for India.
09:17Jitendra, the meeting has been a huge issue for India.
09:20But, the big issue is that, Jitendra, the intelligence failure is such a huge failure.
09:25Is this also being discussed in this meeting?
09:27Okay, we're going to try and cut across to my colleague Jitendra in just about a short
09:42while from now. But Piyush, I will bring in Piyush Mishra back into this conversation
09:46while we connect to our reporter who covers the Home Ministry very, very closely. The
09:51CCS is underway. Like I said, it is the top decision-making body where India's internal
09:55security is concerned. You can see all the top ministers of the Prime Minister engage
10:01in a very grim conversation on what would be India's retaliatory response. It's a time
10:07where the entire country is angry, anguished, in grief, in mourning, but wanting India to
10:15reply. Retribution is the demand of this country of this hour. And somewhere down the line,
10:20everyone is looking at the Prime Minister to deliver that deliverance on the count of how
10:2628 lives were snuffed out. Meanwhile, while we cut across back to Piyush and my colleague
10:32Jitendra, there's news right now coming in from Kulgaav. News break just filtering in. An encounter
10:37has broken out between terrorist and security forces in Tanmarg, Kulgaav. What we have been
10:42given to understand, top TRF commander has been trapped in this Kulgaav encounter. Mind you,
10:48we are, TRF has taken responsibility for the attack in Pihalgaav as well. It's an offshoot of the
10:57Lashkar-e-Thaiba of Pakistan. And what we've been given to understand right now, an encounter has
11:03broken out between terrorist and security forces in Tanmarg. Tanmarg is about two hours away from
11:09Pihalgaav, where the bloodbath yesterday took place. What we've been also given to understand,
11:16a top TRF commander has been trapped in this particular encounter. We're going to try.
11:22Meir Fareed, my colleague, is joining us live right now. TRF has taken responsibility, Meir,
11:27of the bloodbath, the terrorist attack that took place yesterday in Pihalgaav. And right now,
11:34this encounter, which is taking place in Tanmarg. Is there a correlation between the two?
11:46Well, Preeti, premature to really connect the two. But you're right, it's a TRF commander that
11:51is trapped. That's at least what the sources and the security apparatus tell us. And it was expected
11:57because obviously the home minister has given clear instructions to the security grid to go hard
12:02after the terror network. And we've seen an encounter on the LOC in Uri, where two infiltrators were shot
12:09dead, huge quantity of arms recovered. And now this encounter in Tanmarg area of Kulgaam, which is
12:15another district where whose heights and upper reaches have been used by TRF as the transit, as they
12:22crisscross the forest area from Kokarnak to Kashtawar and then to Pihalgaam. So that will be in the
12:29scanner of the security agencies. But first indications that post the carnage in Pihalgaam,
12:34these operations will be intensified. And in the coming days, we'll see more and more operations,
12:39search and combing efforts, area dominations increasing across Kashmir Valley. So the first
12:44encounter posted in Pihalgaam, the Pihalgaam terror attack, where again TRF is on the radar,
12:52it obviously post this attack is the enemy number one of the security agencies. And they'll go after
12:58its rank and file, its carder and its network. And this is the first such encounter. Top commander
13:03being told has been trapped. But Preeti, as you know, these are very, very dynamic situations. It can
13:08change. As of now, they say they have been, he has been trapped along with one more accomplice,
13:14and the encounter is continuing. Preeti.
13:16Okay, Samir, what you're saying is that till now, there is no confirmation whether the two
13:20incidents are related of the terror attack yesterday that took place in Pihalgaam and what the encounter
13:26right now taking place. So we don't know whether there's a correlation between the two. But what we've
13:30been given to understand that at least the security forces believe that there is a top TRF commander
13:37who's right now in this encounter, which is raging as I speak viewers. And TRF is the same terror
13:44outfit that has taken responsibility of the Pihalgaam terror attack, the TRF and offshoot of the
13:50Lashkar-e-Taiba of Pakistan. But Meera, I want to bring you back into this conversation.
13:54You know, that's the sinister power of terror. Yesterday, you had the valley where you couldn't
14:01get a room available right from Srinagar all the way to Pihalgaam. Today, everybody's scrambling to
14:06get out at the back of that, you know, of the incident that has happened. And, you know,
14:10that's the unfortunate part of it. But in terms of operations that are on the anti-terror ops,
14:16what more can you add to it, especially with the role of the terrorists? Because we've now
14:22seemingly getting images of those terrorists that were involved. What more can you add?
14:27Is there any breakthrough in that?
14:34Well, Priti, already the investigations have been fast-tracked. It's been
14:39hardly 24 hours since this encounter has happened. But based on what the eyewitnesses told the security
14:44agencies about these terrorists, their fatigues and how they looked, sketches have been prepared.
14:51And then we know they have a database as far as the security agencies are concerned. They have details
14:56of the active militants. So they have been correlated on the basis of which these sketches have come out.
15:02And some names have also come out, which also includes the local cadre of TRF and then the hit squad
15:08or the FT's. Now, we have also been told that this could be a joint party where you have some
15:14locals who act as navigators, who know the place well, provide logistics and then the executors or
15:21the hardened terrorists who have better training equipment and they are ruthless. They're like
15:28war machines. So they have been used. And this is what the sources in the security apparatus tell us
15:35that their investigation is zeroing on at least three to four phases of TRF, which also includes two
15:41locals and two non-locals and for them, hunt is on. And multiple troops, multiple operations where
15:49around 1500 to 2000 security forces, including army, CRP, police are trying to put in a joint effort, pool resources.
15:57So three to four active terrorists involved. Of course, you know, anti-terror ops also now zeroing in on
16:05on ground assistant, on ground workers that could have been involved in this particular terror attack.
16:12And there definitely would have been a few. Amir, would you stay on with me? Because I want to cut
16:16across back to Seven Lok Kalyan Marg and focus on the cabinet committee and security need.
16:21Because there's a great sense of importance to this particular meet that is taking place right now.
16:25The prime minister was chairing the meet. Now, the CCS is headed by the prime minister,
16:30chaired by the prime minister. It involves, you know, the top four of the prime minister himself,
16:35the home minister, you have the external affairs minister, you have the finance minister,
16:39and of course, you have the defense minister, all of them attending this meeting with the prime
16:43minister. But not just that, you know, there are also, you can see on the television screen,
16:48the governor, you have Manoj Sinha, who's in attendance, you have Ajit Doval, the NSA,
16:53other security experts as well, right now in this particular meeting.
16:58You know, the cabinet committee on security is a body, a highest decision making body where the
17:04country is concerned on internal security. And it was after the Kargil war that it actually truly
17:09took form and shape where it was concerned. And today, once again, in the unfortunate circumstances
17:16and in the aftermath of what we've seen take place yesterday, the CCS meeting and, you know,
17:22India watching with, you know, anticipation as well, you know, we are in grief, we are in mourning,
17:29but what will the country decide? What will be a befitting response? What can possibly be the
17:34befitting response of what we've seen on suit yesterday? I'm joined right now by Jitendra. Jitendra,
17:40cabinet committee on security meeting. Jitendra, cabinet committee on security,
17:43on security meeting, the meeting is started. The images are
17:46there. The images are there. The prime minister and the other
17:48other members of the country and experts are there. The decision, Jitendra,
17:52wondering, you guys. Surogi the senator, need to communicate in advance
17:56with some of the culture of our mission are there. Theенерists alsoJoe,
17:58on the other members of the terre, he is there as well. So, for Moveder,
18:00I must say for больше, that's all I foram for mother 1979 in college.
18:02So if you feel more like I have gone back to the waterfront and that
18:04Tireland side of our vision? The coordinator at the elementary community,
18:06people ask Gigi, auf thoseYNищa, we, not thôi not the simplest
18:12reserve that distribution. The President is thehovicta team to practice.
18:16The winner of the federal government with theə fighters.
18:18The leader of the Central public,
18:20the insie ataryjest binds to Vid Immeltor court,
18:22This is a big deal.
18:52Thank you very much.
19:22Thank you very much.
20:52Jitendra, you are coming.
21:23A single room was available in the valley till about two days ago and now, Pehelgam is a ghost town. People want to even leave Srinagar and come back home.
22:01The DGC has issued now an advisory and has asked the airlines to increase the number of flights from the Srinagar to the rest of the country. The DGC has also asked operators to waive reschedule and cancellation fee and provide every possible assistance to stranded tourists.
22:15Meanwhile, flight prices to Srinagar have declined drastically.
22:45The DGC has issued an advisory against price hikes and asked the airlines to maintain regular fares.
22:50The DGC has been told by the DGC.
22:56The DGC has been told by the DGC.
23:26The DGC has been told by the DGC.
23:56The DGC has been told by the DGC.
24:26DGC who have been told by the DGC.
24:56During the times of acute grief, airlines have seen and sensed an opportunity and that is terrible because flight fares from Srinagar to the rest of the country have skyrocketed and, of course, vice versa from the rest of the country to Srinagar because there have been mass cancellations have crashed.
25:15Is there a sense now that, you know, the civil aviation minister has urged flights and given, you know, an advisory?
25:23Are they going to be taken down?
25:25What's the latest?
25:25Well, Preeti, you know, as far as the ministry is concerned and the different departments within the ministry is concerned, be it the DGCA, there have been constant meetings throughout the day and written advisory has been now issued to every airline for three basic things.
25:43Number one, being that the flight frequency to Srinagar and from Srinagar to every major destination in India needs to be increased.
25:53That has been very clearly told to every airline operator who is operating from the airline from Srinagar.
26:00Number two, the prices needs to be controlled.
26:04The airlines have been told by the ministry that you cannot, you have to ensure that the prices are controlled and monitored.
26:09This cannot turn into an opportunity to earn more.
26:13And moreover, the ministry has also asked these airline operators to ensure that, you know, if there are changes which is bound to happen in the schedule of the passengers who had booked their tickets or who are already in Srinagar, in Jammu and Kashmir and want to fly back to their home, you know, fearing for their safety.
26:32So, it will lead to a lot of cancellation, pre-booking, re-adjustment, re-scheduling.
26:37So, there the airlines have been asked to process all these applications without charging these passengers.
26:44So, clear advisory has been sent out.
26:46I was still speaking to the sources within the civil aviation ministry.
26:50I have been told that Ram Mohan Naidu, the civil aviation minister, is himself monitoring the situation and is continuously taking meetings with different departments which concerns the civil aviation industry.
27:03Back to you.
27:04All right, Amit.
27:04Appreciate you joining us.
27:06You know, we are at this time where all eyes on the meeting that is taking place, you know, where India is plotting retribution, revenge.
27:16The sad part is 28 lives have been snuffed out forever, 28 families, you know, within a flash of a moment, their lives have been turned total, upside down.
27:29Never going to be the same as they were.
27:3128 innocent lives in one of the deadliest terror attacks in over two decades.
27:36The stories they hope to bring back from Kashmir are now shrouded in grief and mourning.
27:43More on this in our report.
27:4628 Indian civilians on a vacation with their family to Kashmir, now return in coffins.
28:17Identified as Hindus, shot dead at point-blank range in Pakistan's sponsored radical Islamist terror attack.
28:30Among them, three newly married couples, now survived by young grieving widows.
28:3826-year-old Lieutenant Vinay Narwal, an Indian Navy officer, got married only a week back and was on honeymoon with his wife.
28:52Posted in Kuchy, he had joined the Navy just two years ago and was known among peers and superiors as a dedicated and promising officer.
29:14This heart-wrenching moment captured of his young widow sitting by Narwal's mortal remains has turned into a defining image of the Pehalgaam carnage.
29:35Heimanshi now returns home with her husband in a coffin.
29:42Wha was the son of consulted, heimanshi.
29:43I remember his children in theêtes süßes.
29:45It was the very feminine, the 거의 one from the state of surrender.
29:45We spent with their spirit to sell their ief miejsce.
29:47Ken, how did he go to home for a lifetime?
29:52Heimanshi, now you're being Golden Wolverine, now you're made fraught to yours.
29:54Donald!
29:55We'd have to buy a house for a lifetime.
29:59I mean, not a house or a family or a family or a family.
30:05Another newly married couple's life, dreaming of a bright future, now stands destroyed forever.
30:26Shubham Divedi got married in February and now his young widow heads home alone with her husband's coffin.
30:49Playing cards at a hotel in Kashmir, soon these happy moments with the extended family turned to horror.
31:00Shubham was gunned down in front of his wife after terrorists identified him as a Hindu.
31:10Shubham Divedi got married and told her about 2-3 people who were in the uniform and asked her if she was a Muslim.
31:19It was a very strange question for her, so she neglected her.
31:25She said to her, if she was a Muslim.
31:28So my brother said to her, don't worry about it.
31:31There was so many things that she told her.
31:33After that, she immediately shot her.
31:36Then she kept her face and said to her, we are leaving you so that you are going to tell her to tell her what to do with your husband.
31:46Indian Air Force's Corporal Tej Halyang, who had also recently tied the knot and was on a vacation with his wife, was also shot dead in the massacre.
31:58Halyang hailed from Lower Subansiri District of Arunachal Pradesh.
32:03Shubham Divedi
32:04Shubham Divedi
32:05Shubham Divedi
32:31Among the three dead from Karnataka was 47-year-old Manjunath Rao from Shimoga.
32:38Hours after enjoying a serene Shikara ride on the Dal Lake, their visit to Pahlgaam proved fatal.
32:52Manjunath's wife urged the terrorists to kill her too, and in turn received a mocking response from the armed jihadists.
33:04She was being spared to tell the government about this massacre.
33:09IB officer Manish Ranjan's inconsolable wife and children were accompanied to safety, reflective of the aftermath of the tragedy.
33:24Soon the air was filled with veils of widows and children in shock.
33:31As the Indian Army reached to offer assistance, the survivors broke down, narrating their horror.
33:41Five tourists from Maharashtra also lost their lives. All men.
34:02Dileep Desale, a resident of Panvel in Maharashtra, was also one of the victims of the terror attack.
34:09Also Santosh Jagdali and Kostup Ganbat, both from Pune.
34:1628 dead, leaving behind widows and children who watched the men of their family targeted.
34:30A nightmare that India will never forget.
34:35Bureau Report, India Today.
34:39Alright viewers, the latest news break coming in from Seven Lok Kalyan Mark, the Prime Minister's residence for over two hours now.
34:50For the CCS meet, the Cabinet Committee on Security meeting is underway where India is mulling major steps post the Pehelgaam terror attack.
35:00You know, what can be expected viewers is a major and a calibrated response to the attacks is expected to be formalized in this very meeting.
35:11And when that will take place is also the big question.
35:15The Prime Minister is sharing the CCS as we speak.
35:19It's two hours on and the meeting is still going on.
35:22Amit Shah, who flew back from Srinagar this morning, is right there presenting a full dossier to the Prime Minister on what really went down.
35:31And you have the top brass in terms of the top five of, you know, the Prime Minister's cabinet with him.
35:39You have the External Affairs Minister, you have the Finance Minister, you have the Defence Minister, you have the Home Minister and then of course the Prime Minister.
35:46You have the NSA and other security heads.
35:51This meeting has been convened to calibrate a befitting response and the timing of that is also very important.
35:59It's a time in the backdrop of which the entire India looking at this particular meet to make the decisions that are required for a retaliation and a response there.
