00:15The Philippines hosted the latest round of talks from April 9 to 11 and said it remains
00:20committed to solving disputes peacefully. The South China Sea continues to cause tension
00:25between China and its Southeast Asian neighbors, with Beijing's relationship with the Philippines
00:30at its worst in years due to frequent clashes. In February, the Philippine Coast Guard accused
00:36the China Navy of flying dangerously close to a government aircraft patrolling a disputed
00:42shoal in the South China Sea, an account Beijing denied. ASEAN and China agreed in 2002 to create
00:48a code of conduct, but talks didn't start until 15 years later, and progress has been slow.
00:54During the talks, the countries also discussed, quote, milestone issues,
00:59including the code scope and whether it can be legally binding.
