00:00And to go deeper on this topic, we have our special envoy once again, Jorge
00:05Restoso, in Ecuador, for more information. Jorge, hello, what can you tell us about
00:11the irregularities that has been denounced? Well, the counting of the votes
00:17continue and we are waiting to see the end of that process. In the meantime, what
00:25we can conclude is that regardless of the results, we were witnessing an electoral
00:36process that has been plagued with irregularities. We're talking, for example,
00:42that the president candidate, Daniel Navoa, a few hours before the last day, has
00:49declared seven provinces of Ecuador in state of emergency. Curiously, those seven
00:58provinces were in favor in terms of voting for her rival, Luisa González. That has
01:05been severely criticized. Also, the voting abroad overseas has been plagued with irregularities.
01:13The president Navoa, through the government agencies, were using the networks of television
01:22to promote propaganda without telling him, without telling his name, but basically talking about the
01:30achievements of those government agencies. And that has been even taking place beyond what was
01:39the electoral silence that was the three days before the elections. On top of that, the Electoral
01:47National Council is being denounced of allowed a series of irregularities. For example, that the
01:56president was supposed to renounce to the double position of president and candidate. And he did so
02:04at the same time, and he even was firing or replacing the official vice president for someone chosen by his
02:14own decision. So basically, regardless of what is going to be the final result, the real result is that we
02:24arrived, we reached this end with all that previous background. And that has been very much announced.
02:33And I was mentioning, and I remember to do it again, that that the decree of national emergency in seven
02:44provinces has been absolutely denounced by the most important organization of indigenous people, CONAE,
02:53and I translate to English their communique that says, Novoa, President Novoa, declare a supposed
03:01internal commotion to declare precisely that state of emergency in provinces where the voting was not
03:12favorable to him. And they continue. They say this authoritarian strategy compromises gravely the integrity of the
03:23democratic system in Ecuador and put at risk the transparency of the voting. And concludes, Novoa wants to put, grab with his hand,
03:36the process of the election with the blessing of the National Electoral Council. And the communique concludes,
03:45we refuse this manoeuvre anti-democratic. In a way, this is exactly what is the feeling of most of the analysts,
03:58that here, what was going on, it was a manoeuvring anti-democratic by this President Novoa, with a complicity of many actors in the play. So basically,
