00:30we just haven't seen done before. And as you know, when I worked at the Republican National
00:34Committee and in House Republican leadership, we talked about Barack Obama's imperial presidency
00:38because he was signing a lot of executive orders. Trump has blown by that at record speed. And it's
00:45why people are really struggling to keep up. That's obviously by design as well.
