00:00Babaguhin na ng pamahalaan ng sistema sa board licensure exams para sa mga guro para mapalakas ang kanilang expertise sa pagtuturo.

00:09Alinsunod ito sa kasunduan ng Commission on Higher Education at Professional Regulation Commission na inaprobahan ni Pangulong Ferdinand R. Marcus Jr.

00:18Ang detalye sa balitang pambansa ni Kenneth Pasyente ng PTV.

00:21Computer Engineering ang tinapos na kurso ni Vina, pero dalawampung taon na siyang math teacher.

00:30Bagaman konektado naman ito sa tinapos niyang kurso, hindi pa rin ito naging madali sa kanya.

00:35Yung mga educators kasi, di ba, meron silang practice teaching.

00:39So sa kalagayan ko kasi, hindi naman ako dumaan ng practice teaching.

00:43So, yun nung sumabak na kaagad ako sa field, so medyo, ano yun yung, parang culture shock sahal kasi syempre hawak ko kaagad mga bata.

00:55Isa lamang si Vina sa maraming mga guro ang may ganitong kwento.

00:59Para matugunan ito, pinirmahan na ang Joint Memorandum Circular sa pagitan ng Commission on Higher Education

01:04at Professional Regulation Commission o PRC na sinaksihan mismo ni Pangulong Ferdinand R. Marcus Jr.

01:10Pagsisilbing daan ng GMC para itugma ang Board Licensure Examination for Professional Teachers sa Teacher Education Curriculum ng CHED.

01:18Sa pamamagitan nito, masisiguro na ang pagsusulit ay sumasalamin sa mga kakayahang kinakailangan para sa epektibong pagtuturo

01:26na nakabatay sa policies, standards at guidelines.

01:29Git ng Pangulo, napapanahon ng reformang ito para maitaguyod ang kapakanan ng future teachers sa bansa

01:35na magre-resultaan niya sa pagpapalakas ng kakayahan ng mga guro na linangin ang mga kabataan.

02:01Paraan din na niya ito para matugunan ang mababang passing rate sa Licensure Examination for Teachers.

02:06Batay kasi sa ulat ng 2nd Congressional Commission on Education o EDCOM-2,

02:11ang kawalan ng pagkakatugma sa pagitan ng kurikulum mula sa CHED

02:14at ng BLEP na ibinibigay ng PRC ay nagdudulot ng mababang passing rate

02:19at hindi tugmang espesyalisasyon ng mga guro.

02:21Ayon pa sa EDCOM-2, lumalabas na 62% ng mga guro sa high school

02:25ang nagtuturo ng mga asignaturang hindi nila espesyalisasyon noong kolehyo.

02:30Through this joint circular, we are making that process more than just relevant,

02:37more responsive, to every single examinee.

02:41Alongside this, we are giving education graduates not just another shot,

02:45but we are giving them a good chance.

02:48Because what they learn should prepare them for the tests that they are meant to take

02:52and the classrooms they are meant to lead.

02:55Sa visa ng JMC, magkakaroon na ng hiwalay na pagsusulit para sa elementary education,

03:00secondary education, at iba pang espesyalisasyon gaya ng early childhood education

03:04at special needs education.

03:06Lahat ng bansa ngayon ay naghahabol at nag-i-invest ng malaki

03:13upang matiyak na ang ating mga estudyante, ang ating workforce,

03:18ay maging handa dito sa bagong sistema ng ekonomiya

03:24na napakalaki ang ginagawa sa digital space na itinatawag.

03:33So, this is addressed by the revised structure of the BLEP,

03:38which will now consist of three core components,

03:41professional education, general education,

03:45and the examinee's chosen field of specialization.

03:48Welcome development naman ito para sa isang grupo ng mga guro,

03:51lalo't patagal naan nila itong pasanin ng education graduates.

03:55Magsisilbing daan din daw ito para tugunan

03:57ang teacher specialization mismatch sa bansa.

04:00Sa Setiembre, nakatakdang simula ng specialized exams

04:03para sa mga nais maging guro,

04:04para mapaghandaan ito ng mga eskwelahan.
