On the House floor Wednesday, Rep. Bobby Scott (D-VA) criticized the Republican party for passing a resolution that he says would cut Medicaid and increase the deficit.

00:00A gentleman from Virginia is recognized.
00:03Thank you, Mr. Speaker. I rise in opposition to this resolution yet again.
00:07We hear speech after speech from the other side about the deficit and debt,
00:12and here we see this resolution, which increases the deficit.
00:17And let's start with some facts.
00:19Every single Democratic presidential administration since Kennedy
00:22has left for the Republican successors a better deficit situation they inherited,
00:27and every Republican president since Nixon,
00:31the administration has left for the Democrats a worse deficit situation than they inherited,
00:38all without exception.
00:39So here we are again, a Republican president following a Democratic president,
00:45and once again a budget that will explode the deficit and national debt just like clockwork
00:51with their tax cuts for corporations in the top 1%.
00:54Trump's first term added over $7 trillion to the national debt,
00:59and he wants to double down and do it all over again.
01:02As a ranking member of the Committee on Education and Workforce,
01:05I'm particularly outraged that Republicans want to partially fund these tax cuts
01:10for corporations and billionaires by making cuts to education programs
01:14and child nutrition programs.
01:16And this resolution will direct them to cut Medicaid, ripping health care away from millions of Americans.
01:23There's nothing fiscally responsible about this budget.
01:26It will add to the deficit,
01:27and the resolution wants to further inflict pain on working families and the middle class.
01:33Mr. Speaker, I ask my colleagues to oppose this resolution
01:37for the damage it will do to the economy and to the deficit.
