00:01Representatives from Meta, the parent entity of social media giant Facebook, face a house
00:05inquiry on online disinformation and are asked whether they see their companies as liable
00:09for the content posted on their platforms.
00:12The user bears the responsibility for what they post on our platform.
00:16We have a set of community standards that we do our best to uphold.
00:20But Antipolo 2nd District Representative, Romeo Acop, claims the Meta representative
00:24would not answer directly.
00:26During the hearing, Meta says it removes content that may lead to offline harm and violence
00:30after a third-party fact-checker confirms a post is false.
00:34But OneWriter Representative Roj Gutierrez asserts, Meta does not have an entity responsible for
00:39content regulation on Facebook in the Philippines.
00:42Meta Director for Public Policy Rafael Frankel says the Philippine office does not deal with
00:47content decisions.
00:48The parent entity in Singapore or the United States handles these issues.
00:52He insists Meta publishes transparency reports, acts on government requests, and has communication
00:57lines with 11 government agencies.
01:00But the Cybercrime Investigation and Coordinating Center says turnaround time for content takedown
01:04requests takes between 6 and 24 hours, enough time for this information to spread and go
01:09viral.
01:10Meantime, the Supreme Court asks Raul Lambino, a senatorial candidate under former President
01:15Rodrigo Duterte's ticket, to show cause why he should not face administrative action for
01:19spreading false information.
01:21On the day Duterte was arrested, Senator Bato De La Rosa filed a petition to the SC for
01:26a temporary restraining order to stop the arrest.
01:29That night, Lambino claimed in a broadcast the TRO was granted.
01:33A day later, the SC countered the fake news and announced the SC denied the issuance of a
01:37TRO.
