02:40As you know, we planned this event, as a matter of what happened yesterday,
02:54the President of the United States put forward a new trade schema in my work.
03:05And fortunately and thanks to the good relations which we have established with the governments of the U.S.
03:15of the collaboration of Peru yesterday,
03:19there happened a very important recognition of the fundamentally important trade agreement
03:31which we have with the U.S. and C.A.
03:35There are lots of outstanding topics, of course, which we are still working on and dialoguing with the governments of the U.S.
03:43And of course, I'm very pleased to steal and urbanize industries as well as the private sector and the border sector.
03:57And given the respectful relations we have established with the U.S.
04:03I'm very happy to give out a document.
04:09A few months ago, in January, we presented a plan for Mexico.
04:18The Mexico plan is important.
04:21And what we're going to do today is demonstrate the program which is connected, related to the Mexico plan.
04:31And obviously, that links us to the business and economic trade relations we have with the U.S.,
04:38which is fundamental, as well as other subjects that we want to develop.
04:42The economy of Mexico is based on a number of principles and actions which I should like to present to you today.
04:52Mexico is a majestic country.
04:58Our natural resources, our history, our humanity, our tradition, and above all, our people are unique and very special.
05:10Moreover, we are living through a great transformation which affects hundreds of thousands of people,
05:20bringing them out of poverty, and it is rooted in eradicating corruption,
05:28the political power of economic power, and it is based on the principles of Mexican humanism and moral economy,
05:38with the ultimate desire for the well-being of all, first of all, the poor.
05:44For this reason, the economy of Mexico is strengthened today.
05:50The employment in March of 2025 was a record for any March.
05:57We saw 22,465,110 formal jobs, the highest in any March in history.
06:10The tax collection reached the absolute maximum in our history.
06:15And we have reached this historic figure from January to March of a 1 billion,
06:2519.5% more in real terms than in the same period of 2024 without increasing taxes.
06:42The reserves of the Bank of Mexico reached an unprecedented figure of 237 billion dollars,
06:51and the interest rate decreased by 50 points thanks to a controlled inflation.
06:59As we know, our economy is very integrated with that of the United States of America.
07:0683% of our exports in 2024 were destined to our commercial partner.
07:17Therefore, it is very important the relationship of dialogue and cooperation with respect to our sovereignty
07:25that we have built with the government of the United States.
07:30This was reflected yesterday in the preferential treatment we had in terms of trade.
07:37It is important to inform, as I mentioned, that we continue to dialogue with the government of the United States
07:44to improve the export conditions of steel and aluminum and the automotive industry
07:51that allow us to reach a better agreement.
07:55Therefore, we must always appreciate the will of dialogue of the President of the United States with respect to our country.
08:05It is likely that there are some people who are not interested in a good relationship between our peoples and governments.
08:13But to their dismay, so far we have reached a mutual respect relationship,
08:19and I think that with information and dialogue we will always maintain it for the benefit of both countries and both peoples.
08:29We are neighbors. We have the responsibility to collaborate and coordinate.
08:36In addition, we are clear about our principles.
08:39As Vicente Guerrero said, the homeland comes first.
08:50And as the great Benito Juárez said, between nations and between individuals, respect of other people is peace.
09:02On the other hand, as we have been saying since we entered the government in various forums,
09:14the imports of Mexico are very similar to those of Mexico.
09:20And we know that much of what we buy from abroad could actually be produced here in Mexico
09:31thanks to the creativity which characterizes Mexico.
09:38On the 3rd of January, we will sign, in this very place, the Mexico Plan for Strengthening Developmental Markets and Welfare,
09:52Strengthening the Domestic Market and Welfare,
09:59Increasing Food Sovereignty,
10:04Increasing National Production,
10:06and Reducing Imports from Countries with which we do not have trade agreements and a Strengthening Welfare Program.
10:20At the end, we will announce that we will have an 18-point Action Plan.
10:27First, we will increase food self-sufficiency.
10:33We will increase the production of white corn from 21.3 million tons in 2024 to 25 million tons in 2025.
10:50We will increase the production of beans from 730,000 tons to 1,200,000 tons in 2030.
11:02We will increase the production of milk from 13,000 to 15,000 million liters.
11:08In particular, the milk of Lyconsa will increase its purchase to small producers from 687 to 1,300 million liters.
11:19We will increase the production of rice from 221,500 to 450,000 tons.
11:28We will also increase the added value of small producers' products by promoting fair trade through food for well-being.
11:41Tomorrow morning, we will be informing the programs that we have developed in these months to achieve these goals.
11:55Second, we will increase energy self-sufficiency.
12:00Between 2025 and 2030, the national production of gasoline, diesel, and turbocarbon will increase by at least 30%.
12:13We will reduce the import of natural gas.
12:17We will go from producing 3,834 to 5,000,000 cubic feet per day in 2030 through sustainable gas recovery.
12:32We will accelerate investments in the Federal Electricity Commission's electricity generation
12:39for 2025 by 3,585 megawatts, of which 25% will be renewable energy sources.
12:52The target for 2030 is 22,674 additional megawatts.
13:00We will start with 59 investment projects to strengthen the national transmission and distribution network
13:10with 86 new substations and an extension of 63 existing ones.
13:17We will strengthen the national content of the Federal Electricity Commission's purchases.
13:24We will accelerate the permits for renewable energy generation,
13:31ensuring that 54% of the electricity generation will be public, as approved by the recent laws.
13:43The rural electrification for remote and highly marginalized communities has already begun,
13:51and we will keep up the voluntary agreement on the price of gasoline associated with the reduction of procedures.
14:01These actions, with details, will be informed in La Mañanera del Pueblo on Wednesday, April 9.

14:12We will accelerate the public works projects for 2025, which consist of 44,000 kilometers of road network maintenance

16:51We will end the rehabilitation of the airports in Puerto Escondido and Tepic,
16:56and we shall see the rehabilitation of the International Airport of Benito Juárez in Ciudad de México.

17:19with an amount in 2025 of 35 billion pesos.
17:24These are airports that have been concessioned for a long time,
17:28and they will be an investment, those who have these concessions.
17:33The beginning of the construction of seven mixed-investment projects on roads and bridges,

17:48for 33 billion pesos.

18:01there is a new law on public works,

18:28these projects will generate between 500,000 and 1 million direct jobs only in 2025,

21:24And on May 5, also for the steel and aluminum industry,
21:30we will be announcing the launch of that program,
21:34and we will also be strengthening the aluminum industry on May 16.
21:41Seven, increase the national production of the pharmaceutical industry and medical equipment
21:48through the simplification of administration,
21:53and the public purchase with plant requirements,

26:02y otras prestaciones sociales que también laborales.

26:15Todos los programas de bienestar están garantizados como derechos públicos
26:21y todos los programas de bienestar están garantizados como derechos sociales en la Constitución de la República.
26:28Además, ya un millón de mujeres de 63 y 64 años reciben la pensión Mujeres Bienestar
26:37y en agosto inicia la inscripción para las mujeres de 60 a 62 años.
26:44Este año, todas y todos los estudiantes de secundaria pública reciben BEG.
26:51El próximo año será para todos los estudiantes de primaria pública.
26:57Y este fin de semana inicia un programa para comunidades rurales que todavía utilizan leña.
27:09En Michoacán, el programa de estufas eficientes de leña para el bienestar.
27:22El Plan México es el camino que estoy segura nos llevará a un México con más empleo bien remunerado,
27:34con menor pobreza y desigualdad, con mayor inversión y producción, con más innovación,
27:43menor contenido de carbono, que respete al medio ambiente y aumente nuestra autosuficiencia y soberanía.
27:53Hoy nos acompañan gobernadoras y gobernadores de las distintas entidades federativas
27:59que estoy segura contribuirán de manera decidida a llevar a cabo este plan.
28:05Agradezco su presencia, así como la presencia de empresarias y empresarios de nuestro país,
28:13representaciones de trabajadoras y trabajadores que son parte sustantiva del desarrollo del país.
