00:00This is an effort to rebuild people's lives.
00:19They didn't want to live in these, the projects they call them anymore.
00:23They wanted their independence.
00:24They wanted to get on with their lives.
00:26So I knew in the 90s that if I drive down State Street and look on one side of the block,
00:31that life can be better on the other side.
00:34And that's when I knew we had to take it on.

00:58People that were making side deals with owners, you give me these many families,
01:02and I'm going to give you this kind of cut.
01:04Well, we were putting them back into unsafe housing again.
01:15You know, you can't hate the victim for their victimization.
01:18My hatred is for those that do the victimizing.

01:51And I know a lot of people who let these few years, they leave the projects and they get here,
02:02and then they just, they lose themselves.
02:05People, they don't change.
02:08Like I said, they don't know how to adapt.
02:21I think that the experiment of building projects in Chicago was a failure from the first.
