00:00Today, 20 of my colleagues and I will introduce legislation to stop the abuse of universal
00:12injunctions that we're seeing all across the country.
00:17All this to stop the Trump agenda.
00:22Universal injunctions violate the words of the Constitution that we read that the courts
00:30can only hear cases or controversy.
00:35And that's a requirement of Article 3 of the Constitution because they apply court orders
00:42to people, not even parties to the lawsuits.
00:47So the necessity for doing away with universal injunctions violating the case and controversy
00:55requirements.
01:00Universal injunctions were almost unheard of for the first 175 years of our history
01:09and only became common in the last decade.
01:15In addition to being unconstitutional, they're also anti-democratic.
01:22Universal injunctions have become a favorite tool of those seeking to obstruct President
01:30Trump's agenda.
01:32Individual district judges who don't even have authority over any of the other 92 district
01:42courts are single-handedly vetoing policies the American people elected President Trump
01:52to implement.
01:55Now universal injunctions have been used against both Democrat and Republican administrations
02:05since they have sprung up so numerously in the last few years.
02:13But in the past two months alone, judges have issued more universal injunctions against
02:21the Trump administration than President Biden faced throughout the entire four-year term.
02:31By exercising power this way, the courts are doing great damage to the judicial process
02:40that they should be working to protect.
02:44And the Supreme Court could stop this whole process, but the Supreme Court has not taken
02:51such action.
02:53So it's Congress's job to legislate.
02:59So what would you expect?
03:01I'm introducing legislation to solve this problem.
03:07My bill prevents judges from providing non-party relief, make temporary restraining orders
03:18immediately appealable, and reset the separation of powers.
03:24In short, I'm trying to fix a bipartisan problem that has been plaguing both Democratic
03:32and Republican administrations alike.
