00:00As you know, President Trump has said America will reestablish peace through strength.
00:19President Trump has also made it very clear, and we reiterate, we are going to put America
00:25first.
00:26But America first does not mean America alone.
00:32America's warriors stand shoulder to shoulder every day with their Japan Self-Defense Force
00:37counterparts.
00:39Our forces operate and train together across all domains to uphold deterrence.
00:46America and Japan stand firmly together in the face of aggressive and coercive actions
00:53by the Communist Chinese.
01:01America is committed to sustaining robust, ready, and credible deterrence in the Indo-Pacific,
01:07including across the Taiwan Strait.
01:11Japan would be on the front lines of any contingency we might face in the Western Pacific, and
01:16we stand together in support of each other.
01:27We have a robust alliance agenda that will strengthen our deterrence posture, keep the
01:32enemy guessing, creating dilemmas for them, and ensure that we achieve peace through strength.
01:38This means ensuring that we have the right posture in Japan and the right capabilities
01:43forward deployed here, whether permanent or temporary.
01:48It also means expanding access to key terrain here in the first island chain, such as Japan's
01:54southwest islands.
01:56And certainly it means exercising together at those critical locations.
02:06And with that, I want to announce that the Defense Department has started phase one of
02:10upgrading U.S. Forces Japan to a Joint Force Headquarters.
02:16This upgrade will improve our ability to coordinate operations with Japan's own Joint Operations
02:22Command, or J-JOC.
02:25And we certainly welcome J-JOC's establishment this past week.
02:28It's more urgency, it's more cooperation in real time.
02:33It also increases our readiness to respond to contingency or crisis, support U.S. operations,
02:40and help Japan and U.S. Forces defend this territory.
02:50Soon we will add additional personnel in Tokyo and at U.S. Forces Japan headquarters to conduct
02:57activities that will strengthen our bilateral bonds and deepen our operational cooperation.
03:04This also means reorganizing U.S. Forces Japan into a warfighting headquarters, increasing
03:12its staff and giving its commander the authorities needed to accomplish new missions.
03:18As I mentioned in our meeting, America and Japan, we seek peace.
03:26And as my first platoon motto says, those who long for peace must prepare for war.
03:30We must be prepared.
