00:19Angelic Tiniac of the Department of Education said that their efforts to implement the Senior High School Voucher Program

00:30is closer to the issue of the Ghost Beneficiaries Program.

00:37In the ongoing hearing of the House Committee on Basic Education and Culture,

00:42it is known that only in 2016, there are those who have multiple registrations and multiple enrollments under the Senior High School Voucher Program of DEP-ED.

00:54The committee is asking when the issue of the Ghost Beneficiaries Program was first discussed in the SHS Voucher Program

01:02and how serious the problem is so that it can be resolved.

01:07According to Committee Chair Roman Romulo, just like in 2024, under the 2025 General Appropriations Act,

01:14the funds allocated to the program amounted to P27 billion.

01:19Therefore, the issues should be addressed and it should be clear that every cent of the country's funds will go to the rightful beneficiaries.

01:29One wider party list representative Bonifacio Busita said that it is clear that DEP-ED is lacking as an institution.

01:38Therefore, they should take care of this issue.

01:41According to the Department of Education, they said that their efforts to implement the Senior High School Voucher Program is closer to the issue of the Ghost Beneficiaries Program.

01:51So the five layers on our voucher are the following.

01:56Number one is we do the API.

01:59That's upon the creation of the billing, the system will already approve it.

02:03And number two, another layer, Mr. Chair, would be once we receive the billing,

02:10our office, the GAS, will conduct 100% validation with the Learner's Information System.

02:19The third validation would be another 100% validation, this time by the PAYAC, our co-manager.

02:28100% validation if they complete the second SEM.

02:32Number four would be the physical validation, physical monitoring visit of PAYAC, Mr. Chair, in the schools.

02:41And I would like to add another validation or another to strengthen our view on the participating schools.

02:53We also have the recognition of the Senior High School.

02:58Angelic, for now, the camera remains on session break.

03:02But the congressmen are still listening.

03:06In fact, Angelic, the House Tri-Committee announced on Friday that they will continue listening to the fake news.
