00:00The Civil Service Commission has opened the nomination for the 2025 Search for Outstanding Government Workers.

00:07And to give us additional information about that, we will have with us,

00:12Ma'am Judith Donggalio Chicano, the Assistant Commissioner of the Civil Service Commission.

00:23Good morning to all of you and good morning to all the viewers of your program.

00:28And thank you very much for the opportunity to welcome our program.

00:34Thank you for joining us for today, Ma'am Judith.

00:36Alright, tell us more about this 2025 Search for Outstanding Government Workers.

00:41What is the purpose of this?

00:44This is an annual search that the Civil Service Commission is doing.

00:49First of all, we want to show and reward our hardworking, good-natured, and competent government employees.

01:00Because we know that out of the 2 million government officials and employees,

01:08there are many of us who can find a good job.

01:12And this is one way on the part of the Civil Service Commission of recognizing these officials and employees in our needs.

01:21On the part of other officials and employees, the awarding or the recognition would serve as an inspiration.

01:31That's right.

01:32That they can be like me.

01:36We have already talked about the recognition.

01:40What is the qualification that you are looking for to be counted as Outstanding Government Workers?

01:47And who can be nominated?

01:49Okay, what we are looking for is the best and the habit of performing the work of every official or employee in the public service.

02:03There are different categories for this?

02:05Yes, we have 3 categories in this search.

02:09We have the Presidential Lingkod Bayan Award, where we are looking for the habit of working and the impact of their work is nationwide.

02:21Okay.

02:22Then we have the Dangal ng Bayan Award, pursuant to RA 6713.

02:29As you know, we have ethical standards required of all of us, employees and officials of the public service.

02:36And the Dangal ng Bayan Award, these are the officials or employees who consistently manifest the ethical behaviors that are required for officials and employees of the government.

02:53Okay, so these government workers can be LGUs, government agencies?

02:57Yes.

02:58They can be from national government agencies, local government units, SUCs, state universities.

03:08Then we have the GOCCs, even the elective barangay officials.

03:14They are qualified to be nominated in this program.

03:18So how is the process of nomination?

03:21Usually, our call is open.

03:24We open our search as early as January of every year.

03:28Then all of our field offices and regional offices nationwide, they are the ones who receive the nominations.

03:38But first, in their respective offices, the nomination should go through the praise committee or the program on rewards and incentives for service excellence in each agency.

03:53And then, each nomination must be endorsed by the head of the agency.

04:00Alright, as the last question, when will this happen and what are the rewards that they will receive to inspire our government workers?

04:08Usually, we do the awarding at the same time.

04:12The deadline is March 31.

04:15We do the awarding at the same time during the anniversary celebration of the Philippine Civil Service, which is in September.

04:25And the awarding is held in Balacanang.

04:28No less than the President of the Republic of the Philippines is conferred the award.

04:32Okay, let's go to what they will receive.

04:35Yes, what is it?

04:36Of course, there is a financial award.

04:39How much is it?

04:40Okay, because our search can be individual awardee, it can be group.

04:44For individual awardees, they will receive Php 200,000 each.

04:50Oh wow, okay.

04:52But if you belong to a team or a group, each member of the team or group would receive Php 100,000 each.

05:00And maximum of how many members?

05:02Five members in a team or a group.

05:04And aside from the financial incentive, we have automatic promotion for Lingkod Bayan Award and Dangal ng Bayan Award.

05:15Okay, so automatic promotion to the next higher position.

05:19So the question is, what if there is no available position?

05:24That's not a problem.

05:26Their salary should be increased commensurate to the next higher level position.

05:32If you know someone who is a government official, you should nominate them.

05:39Even private citizens can nominate as well as endorsement.

05:42And those who were mentioned earlier.

05:44Well, thank you very much.

05:47And hopefully, those who are listening right now, they still have two weeks to submit their nominations.

05:54Or to the offices.

05:56By the way, even private persons can nominate.

06:00That's why it will go through the praise committee of the agency when they nominate an official or employee.

06:16Maybe they will be counted among the 30.

06:19Last addition, we have three categories.

06:22Yes.

06:23And every category, we have 10 winners.

06:25Yes.

06:26So that's a total of 30 winners for every annual service.
