00:00Malacanang denied that there was no state kidnapping that happened during the arrest of former President Duterte.
00:06The palace also denied that the former president went through the standard operating procedure.

00:17There was no kidnapping during the arrest and delivery of former President Rodrigo Duterte in the Netherlands.
00:24That is the answer of Malacanang in the presence of Vice President Sara Duterte,
00:29that it was a state kidnapping that happened to his father,
00:32who was flown to The Hague to face the case of Crimes Against Humanity,
00:37which was filed by the International Criminal Court,
00:40in connection with Duterte's bloody fight against drugs,
00:44while he was sitting as the former president,
00:46and extrajudicial killings while he was the mayor of Davao City.
00:50The palace said that the kidnapping was a forced arrest of an unauthorized person.
00:55So how can it be a kidnapping if Duterte has a warrant of arrest in the ICC?
01:01It was issued by an authority, by the court.
01:07If there is an issuance of any order from the court, we have to comply.
01:14Especially with what happened to us through INTERPOL.
01:17So I don't see any kidnapping. We are complete with the papers.
01:21The International Criminal Police Organization asked for help,
01:25where the Philippines is a member and has an obligation.
01:29Malacanang was forced to undergo a standard operating procedure by the former president.
01:34Duterte's condition is clearly disordered.
01:37The former president was treated well.
01:40He was accompanied by a lawyer, security personnel, and a nurse to examine his condition.
01:46Malacanang argued that Duterte's arrest was a result of the refusal of the ICC's notice.
01:54They were given one year to act on the alleged complaints.
02:00But there was no action.
02:02If there was a lack of action, and they were told that they were not given due process,
02:07they themselves turned away from their right to be heard by the prosecutor.
02:14Despite the expected confrontation with the ICC,
02:17the palace assured that Duterte's other war on drugs victims could still file complaints.
02:24There's no waiver yet of the right of the state to still run after him if there are other complainants in the country.
02:33It just so happened that there is already a pending case before the ICC and we are just complying and enforcing.
02:41Malacanang first said that he will ensure peace and order,
02:46so he urged the public to be critical of Duterte's case.
02:50This is not just a made-up story.
02:55There are victims.
02:57This is not a case of planting evidence.
03:01The case did not come from the Philippines.
03:04This case is pending in the ICC.
03:09What will be their reason to urge the people to rise up against the government
03:16while the government is doing and enforcing the law?
