00:00The hearts that are once destroyed do not survive again, Ghalib.
00:03No matter how much you decorate the grave, no one is alive.
00:06The situation there is very unclear.
00:12To create a situation of chaos by making such statements and misleading people,
00:18the man who has come to Manipur for peace, where did he go?
00:25This is a gross abuse of the chair's indulgence.
00:33This is a gross abuse.
00:41Namaskar Madam, I thank you and my leader Mamata Banerjee for giving me an opportunity to speak today.
00:48And after 22 months of demanding, protesting, criticizing, shouting,
00:53the government is finally compelled to discuss Manipur and under what circumstance
00:59when democracy is officially dead in a state of this largest democracy.
01:04They are forced to debate on Manipur today because President's rule has been imposed in the state of Manipur.
01:11In the last 22 months, the opposition has continuously raised questions on the issue of Manipur.
01:18When there was no discussion, we did a walkout and sometimes gave a protest at Makar Dwar.
01:23But we had the greatest hope from our respected Prime Minister.
01:28Neither did he show any passion for Manipur in his mind, nor did he mention Manipur in his words.
01:37Ethnic violence has been going on for more than 600 days Madam.
01:41More than 240 brothers and sisters have died in Manipur.
01:44More than 1500 people have been injured.
01:48More than 5600 arms, 6.5 lakhs rounds of ammunition looted from police armories.
01:55Approximately 68,000 internal displacement, more than 13,000 structural damage.
02:00The government has not broken its silence on Manipur.
02:08Madam, in the past 22 months, every individual has taken to the streets of Manipur protesting and demanding peace.
02:16The APEC student body of the Northeast staged a protest against the Prime Minister and the Home Minister
02:21for their failure to handle the crisis.
02:24The Indigenous Tribal Leaders Forum, the Cookie Front, organized a mass rally
02:29alleging that the Central Agencies were cherry-picking in order to appease the majority community
02:35at the expense of the minorities.
02:37Madam, till yesterday, the women of the Maitri community staged a protest
02:42and urged the Home Minister to go and bring peace to Manipur.
02:48Mr. President, no matter who the community is, the people of Manipur are our own.
02:54And we just want to tell you that whether you like this fact or not, Manipur is a part of this country.
03:01Madam, more than 550 civil society organizations, retired bureaucrats, police officers, activists, lawyers,
03:09filmmakers, journalists, academics, writers, they had to unitedly issue a public statement
03:15urging the Honorable Prime Minister to speak out about the ongoing ethnic violence in Manipur.
03:21But there was pin-drop silence from the Prime Minister's end.
03:25And when he spoke for the first time, he blamed the government of Congress for the current situation in Manipur
03:32when he was the one running the double engine in Manipur.
03:36Sir, only a few empty words were spoken by the Prime Minister
03:40and not even a single substantial step was taken by the central government to handle the Manipur crisis.
03:46It was the widespread reporting of the shameful incident of public humiliation of two tribal women
03:53which led to the judicial intervention of the Supreme Court demanding accountability from the state government.
03:59And unfortunately, the United Nations too raised alarms about the blatant abuse of human rights in Manipur
04:06citing reports of extrajudicial killing and sexual violence.
04:10What is the point of discussing Manipur, Madam?
04:17What is the point of discussing the budget of Manipur?
04:21Manipur has experienced higher inflation rates every month since violence broke out in the state.
04:2770% of Manipur lives in the villages with a monthly inflation rate of 10-12%,
04:33the highest inflation among all states in the country.
04:36Youth employment in Manipur is at 23%.
04:41Mr. Prime Minister,
04:45Manipur has repeatedly been accused of being a place of violence.
04:52No, it has not.
04:54It has been.
04:55Sorry, sir.
04:56It has been.
04:57It is wrong.
04:59Mr. Home Minister and Mr. Prime Minister,
05:02in the course of their speeches,
05:04they have made it very clear that Manipur is a place of violence.
05:10Why is it being said that Manipur is a place of violence
05:17when it has been accused of being a place of violence?
05:25Budget for health care slashed by 23% and 11.5%
05:32and budget for education slashed by 17% and 5.6% in the past two years.
05:37Budget for nutrition has been cut by 25%.
05:40Social security spending for tribal communities have seen a massive cut of 47%.
05:45And price rise is bleeding every family dry, no matter what their ethnicity be.
05:52What has the Manipur budget demands of Grant
05:54proposed for reducing inflation and ease supply chain for the network of the state?
05:59Approx 6,164 children between 6 months to 6 years,
06:032638 adolescent girls, 232 pregnant women,
06:07753 lactating mothers are currently living across 325 camps in Manipur.
06:13By April 2024, 554 babies were born in relief camps.
06:18Since the violence erupted, including two maternal deaths as per official data.
06:23According to media reports,
06:25more than 80 people have died in a relief camp in Chaurachanpur.
06:29Sometimes due to trauma, sometimes malnutrition, sometimes disease.
06:33A 36-year-old young man took his own life in a relief camp.
06:37665 days of continuous conflict assaulted the well-being of 30 lakh people of Manipur.
06:43Youth has no future.
06:44Women and children are cramped in the relief camps.
06:47Elderly says that they have no hope for the future.
07:07Madam, my humble question is,
07:09if President's rule was the solution,
07:11why was it not imposed months ago?
07:14When people were continuously dying,
07:16and houses were set ablaze.
07:18After allowing Manipur to burn for months,
07:21today you are here with a bouquet of rosy promises.
07:25Please remember.
07:26Madam, please remember.
07:30Madam, please remember.
07:34Rule is 66, 67 and 68.
07:39Madam, please remember.
07:53No, no, no, no.
07:55Thank you, Madam.
07:57Thank you for allowing, Madam.
07:59Madam, after allowing Manipur to burn for months,
08:04today you are here offering bouquet of rosy promises.
08:07Please remember.
08:15Please remember this.
08:17Madam, this was imposed not to restore peace,
08:20but to salvage the BJP's political reputation after months of inaction.
08:24This is the truth.
08:25This is the truth.
08:38Amit Shah ji, Honourable Home Minister,
08:40went only twice.
08:41The Honourable Defence Minister went only once.
08:43The Honourable Foreign Minister and Party President did not go.
08:46There's a saying called,
08:47Nero fiddled while Rome burned.
08:53Madam, I just want to say one thing.
08:55Papa can stop wars in other countries,
09:00but why, why, why, why,
09:04why was not a second given to comfort the people of Manipur?
09:10As per, Madam, as per,
09:14Madam, please don't take it personally, sir.
09:16This is not true.
09:34These people never dared to go there.
09:37And that land is a witness.
09:39When there was violence in their rule,
09:43more than 10,000 people were killed.
09:46Why is Sadang lost here?
09:49Madam, please carry on.
09:51On behalf of the Home Ministry,
09:54the Home Affairs was said that the Ministry will talk to both the groups
09:58so as to bridge the ethnic divide at the earliest.
10:01But the tender for that bridge has not yet been passed.
10:03The bridge has not yet been constructed.
10:05Mr. Shah visited Manipur on 29th May 2023
10:08and constituted a peace committee
10:10under the chairpersonship of Governor of Manipur.
10:12But there has been no development since.
10:14Later, it was seen that the Governor
10:16was forcibly removed from there
10:19because she echoed the voice of the people of Manipur
10:21saying that the people of Manipur are sad,
10:25the people of Manipur are upset.
10:27They just asked the Prime Minister to come once and meet them.
10:30There is nothing wrong in this, Madam.
10:33Is this the reason why the government
10:35always shies away from discussion and debate?
10:37The truth is that the double engine ran over the people of Manipur.
10:41The double engine, your double engine,
10:44ran over the people of Manipur.
10:46And on the other hand, we have our leader, Madam.
10:49Whenever there was an incident,
10:52whenever there was a fire in a settlement,
10:54whenever there was a storm,
10:56our leader went there and stood up.
10:58And wherever she could not go,
11:00she sent her delegation,
11:02whether it was Hathras, or Lakhimpur Kheri,
11:04whether it was Singhu Border, or Wayanad,
11:06or whether it was Manipur.
11:08She always stood up to the expectations of others.
11:11That is why we say with pride,
11:13we say with pride,
11:15we say with pride,
11:18that this BJP is a problem,
11:20this BJP is a problem,
11:22and Didi is a solution.
11:24BJP is a flying kite,
11:26and Mamta Di is the sky.
11:28This is what we say.
11:30And finally, Madam,
11:32And finally, Madam,
11:34I just want to say that
11:36you should make a budget for Manipur.
11:38Make a supplementary budget.
11:40We are building temples in this country.
11:42Make a temple for this country.
11:44Make a temple for this country.
11:46In New India,
11:48there is a government, but no governance.
11:50There is a budget, but no savings.
11:52There are expenses, but no employment.
11:54There are forests, but no mountains.
11:56We do not know such an India.
11:58We do not recognize such a government.
