00:00I'm sure you know the subject matter of our meeting today, this evening.
00:08The plane carrying former President Rodrigo Roa Duterte took off at 11.03 p.m. this evening
00:20and exited Philippine airspace.
00:23The plane is en route to The Hague in the Netherlands, allowing the former president
00:30to face charges of crimes against humanity in relation to his bloody war on drugs.
00:38The former president was earlier placed in government custody at Villamor airbase after
00:45he, his common law wife, Hanilet Avancena, and members of his entourage arrived at 9.20
00:55this morning from Hong Kong on Cathay Pacific flight number CX907.
01:02Mr. Duterte was arrested in compliance with our commitments to Interpol.
01:10Hours before his arrival, Interpol Manila received an official copy of the ICC warrant.
01:18This prompted the Prosecutor General of the Department of Justice to serve the warrant.
01:26Interpol asked for help and we obliged because we have commitments to the Interpol which
01:33we have to fulfill.
01:35If we don't do that, they will no longer help us with other cases involving Filipino
01:43fugitives abroad.
01:46This is what the international community expects of us as the leader of a democratic country
01:55that is part of the community of nations.
01:59So I'm sure that the details that surround this, what has happened today, are familiar
02:09to you.
02:10I just wanted to make very, very clear and give you the facts for the departure of former
02:25President Duterte from the Philippines.
02:29Thank you very much, Mr. President.
02:30Earlier, the members of the Malacanang Press Corps asked questions and we will answer them.
02:37Question number one, Mr. President, do you have a physical copy of the warrant of arrest
02:43against former President Rodrigo Duterte from the ICC?
02:47Yes, I do.
02:49This came in, actually it came in.
02:54I received it from Secretary Remulian.
03:00I received it at 3 a.m. last night and I looked at it and we went back and forth.
03:096.30, he wrote me again and he said, we have it already, we have the warrant of arrest
03:17from Interpol.
03:18And I said, okay, we'll put all our plans into place.
03:23Let's proceed as we had discussed.
03:27Now that's what's happened.
03:28So yes, there is a very clear document that will explain when, how, sorry, that will explain
03:42the basis on how we conducted this arrest of former President Duterte.
03:50Sir, is it okay if we give them copies of the arrest warrant, photocopies of the arrest
03:55warrant?
03:56Would that be possible?
03:57Do we have limitations or not?
04:02We have here the SILG who has been, of course, part and parcel of the entire operation.
04:08We will provide the PCO with a digital copy.
04:12It has been attested by the Secretary of Justice and the Department of Justice as a lawful
04:17and legal warrant.
04:19We will publish it after this press conference and you can use it as reference.
04:26It's very simple.
04:28It's a request to the Philippine government from Interpol to enforce the arrest warrant.
04:40And of course, we comply with our commitments to Interpol.
04:48We did not do this because it was derived from or it came from ICC.
04:55We did this because Interpol asked us to do it.
04:59And we have commitments to them and we lived up to those commitments.
05:04Sir, thank you, sir.
05:06Second question, sir.
05:07Mr. President, the PRRD said that this arrest was an unlawful arrest.
05:15Well, we followed every single necessary procedure.
05:22We had a very good basis on which to serve that warrant and to read him his rights.
05:31We followed all the legal procedures that are necessary, so I'm confident that if in
05:39further examination, you will find that it is proper and correct.
05:46Sir, third question from the MPC.
05:49Mr. President, is there a violation in our sovereignty in this arrest of former President Duterte?
05:58No.
06:00Why?
06:01Because we are consistent.
06:07We do not help in the investigation of the ICC.
06:11We have contact with them, naturally.
06:17But not on an official level.
06:21We didn't help them in any way.
06:25The arrest that we did today was in compliance with our commitments to Interpol.
06:36It just so happened that that came from ICC.
06:40But it's not because it came from ICC.
06:43It's because it came from Interpol.
06:49Fourth question.
06:50Mr. President, they are saying that this is just political persecution and there is also a violation in the 2028 elections.
07:00Okay.
07:01Well, I'm sure they will say that.
07:06But this case started in 2017 when we were still members of the ICC.
07:18And it was during the time of former President Duterte.
07:24So I don't see how that can be political persecution on my part.
07:32Because it was initiated before I even came into the picture.
07:39So that would seem.
07:44But once again, we have to recognize that, you know, of course, it's natural for people to put
07:50the color of politics.
07:54But we just followed Interpol.
07:58We didn't talk to the ICC.
08:03They asked us for a lot of documents, but we didn't give them anything.
08:07That's all.
08:10We cannot be denied by Interpol.
08:13When they told us, help us, we need to get this person.
08:19Because if you remember, all the people who fled here in the Philippines, like Alice Goh,
08:27like Arnie Tevez, and others, even the human trafficking in Myanmar,
08:36who helped us so that we can see our fellow countrymen who are being abused and used in bad ways?
08:48Interpol.
08:50That's why we should, when they told us, help us in this, we should help them.
08:57That's why we did that.
08:59Thank you very much, Mr. President, for your clarification.
09:03You want to ask another question?
09:07All right, sure.
09:09Sir, there are calls for people power.
09:11There are, in fact, as we speak, protest actions ongoing.
09:15Would you like to address the supporters of the former president?
09:19The supporters of the former president?
09:21Well, you know, again, the government is just doing its job.
09:32It's not because it's one person or another that we do the things that we do.
09:42Maybe in the past administrations, maybe that's what they do.
09:48But for me, it's not like that.
09:52We follow the law.
09:54We are a member of the community of nations.
09:59We must live up to our responsibilities to the commitments that we have made to the community of nations.
10:07And that is what's happened here.
10:09Politics doesn't enter into it.
10:11Why?
10:13He's never going to be a candidate for anything.
10:17Why go after him?
10:19Right?
10:21And this is 2017.
10:23I'm not there yet.
10:25I was a civilian back then.
10:28So, this is the evolution of his case.
10:36And this is where we end up.
10:38Yeah.
10:40Alright?
10:42Thank you very much, Mr. President.
10:46Good evening.
10:57Good evening.
