00:00The Department of Migrant Workers is continuing to strengthen the protection for seafarers
00:05to avoid being a victim of ship abandonment.
00:08These are the cases of seafarers who were abandoned and are not paid by the owner of the ship.
00:13This is Noel Talacay's report.
00:17The Philippine seafarer is no longer a victim of ship abandonment around the world.
00:22This is what the Department of Migrant Workers Secretary Hans Leo Kakdak said.
00:27According to Kakdak, almost all have returned home this year
00:32except for three who are currently in a hotel in Germany and are waiting to return home.
00:39Kakdak also confirmed that all of them have received medical, financial and legal assistance from the agency's Action Fund.
00:48A few were exposed in an online news portal
00:52the cases of Filipino seafarers who were victims of ship abandonment.
00:57But Kakdak insisted that this is no longer new to them because they have been monitoring this for a long time.
01:04It is proven that the Philippines is part of the amendment of the Maritime Labor Convention
01:10where ship abandonment cases are included.
01:14There was also a magna carta for the seafarers who were attacked by President Ferdinand R. Marquez Jr.
01:21where the DMW and the Navy were involved.
01:34According to the DMW, there are four cases of ship abandonment that were given a resolution this year.
01:41Kakdak also said that one of the highest cases of ship abandonment are fishing vessels
01:48like the case of Ahensya ng Buwan ng Tala.
01:52According to the DMW, the permit was cancelled after the administrative case
01:59and the 246 Filipino victims were given assistance
02:03who were given P10.3 million from the agency's Action Fund.
02:10So we have brought them to justice before the DOJ so that they will face the human trafficking charges
02:17for the poor living standards and conditions of seafarers, of the fishers on board
02:25and that their benefits and salaries have not yet been claimed.
02:34Because of this, the DMW plans to strengthen the policies of the seafarers
02:41whose jobs are in the fishing industry.
03:03Including the drafting of a standard employment contract for fishers
03:07and a more specialized pre-departure orientation seminar tailored for fishers.
03:12According to the DMW, from 2018 to 2024,
03:17they have already registered the cases of ship abandonment
03:21where the Filipino seafarers are included.
