00:00The DSWD Council for the Welfare of Children is working hard to protect their children
00:09so that they can use social media platforms and artificial intelligence.
00:16Noel Talacay is live in the newsroom.
00:19Yes, Noel?
00:20Angelic, because of the rapid development of new technologies,
00:32along with artificial intelligence or AI,
00:35the Plan International Philippines is now laying out a recommendation.
00:40The Council for the Welfare of Children is working hard
00:44to protect children from bad actors on social media.
00:52According to the study of the Plan International Philippines,
00:56Facebook has the largest number of children who can access it.
01:003 out of 10 children have access to it,
01:03where there is artificial intelligence or AI.
01:07That's why the group and the CWC are asking
01:11the parents to monitor and guide their children
01:15in using online platforms and social media.
01:19It's up to them because it can be used to abuse children
01:24and other forms of child exploitation.
01:28The CWC also explains that AI is also used in deepfake
01:33and other forms of spreading fake news,
01:35information, disinformation, and misinformation.
01:38That's why, according to the government,
01:40child protection against bad actors on the internet
01:43and new technologies should start at home.
01:48At Plan International Philippines,
01:51we believe that making the digital space safe,
01:54empowering and inclusive for children, girls, and youth
01:59requires collective action.
02:01It all starts with raising our awareness
02:04on what artificial intelligence is
02:07and the opportunities, risks, and ethical considerations
02:11of AI-driven technologies.
02:13I always believe, as Executive Director of the Council for the Welfare of Children,
02:17that child protection starts at home.
02:19Who believes that child protection should start at home?
02:24It should.
02:25Because how can we be champions for children
02:29and how can we protect the children of this country
02:33if we cannot protect the children inside our home?
02:38According to the Council for the Welfare of Children,
02:42one of the attached agencies of the DSWD,
02:45the Marcos Jr. Administration's goal is to end child abuse
02:50including online platforms.
02:53That's why President Ferdinand R. Marcos Jr. passed an executive order
02:58to institutionalize the Makabata Program
03:01which aims to protect children from abuse and other forms of violence
03:06including online.
03:08After this forum, Angelic,
03:10we will have a dialogue between the Plan International Philippines
03:15and the Deaf Aid,
03:17together with the DICT and CWC
03:20to address the needs of children
03:23and protect them from bad actors online.
03:27Angelic?
03:28Thank you very much, Noel Talacay.
