00:00In Delhi, BJP government will present a CAG report in the Aaj Vadaan Sabha in which during the last AAP government,
00:13in the renovation of the Chief Minister's residence and neighborhood clinics,
00:16claims of openness on other issues including irregularities are being made.
00:21The report mentions the same bungalow in which the former Chief Minister of Delhi, Arvind Kejriwal used to live.
00:26In the report, it is said that to make the bungalow of 6 Flagstaff Road bigger,
00:32by violating the rules, the camp office and staff block were also included in it.
00:37So, let's tell you in detail in this video, what is there in this CAG report,
00:42and which violations and which corruptions have been mentioned.
00:46According to the report, for the renovation of the Chief Minister's residence on 6 Flagstaff Road,
00:51the Central Public Works Department, i.e. PWD, for 5, 7 and 8 hours,
00:56used the published rent area rates by the Central Public Works Department, i.e. CPWD,
01:01to make a budget estimate of Rs 7.91 crore.
01:04This work was declared more important by the Delhi Public Works Department,
01:09and the entire renovation of this bungalow was completed during the corona period.
01:14On this, a total of Rs 33.66 crore was spent, which was more than 342.31% of the estimated cost.
01:22It has been found in the audit that for consultancy work,
01:25PWD did not clear the reason behind selecting three consultancy firms through restricted bidding.
01:33To correct the expenses in the renovation of the bungalow,
01:36PWD adopted the one-year old rates of consultancy work and increased it by up to 50%.
01:42For the renovation work, PWD again took the support of restricted bidding
01:46and based on their financial position and resources,
01:49made the option of 5 contractors who are experienced in building such bungalows in VIP areas.
01:56However, it was found in the audit that only one of the 5 contractors
01:59who were assigned the task of repairing the CM's residence,
02:02had the experience of building such a bungalow,
02:04which shows that the other 4 contractors were selected arbitrarily for restricted bidding.
02:11The CM's residence area was increased by 36%
02:14and it has been found in the audit that the Delhi Public Works Department increased the area of the bungalow
02:19from 1397 sq.m. to 1905 sq.m. i.e. up to 36%.
02:25And to cover the expenses, PWD amended the estimated cost four times.
02:31Apart from this, expensive and luxury items were installed in the bungalow.
02:34According to the audit, the extra work done in the renovation of the bungalow
02:39was done by the same contractor for Rs. 25.8 crore.
02:44According to the audit, PWD spent Rs. 18.88 crore
02:49on the cleaning and installation of the bungalow
02:53and showed them as extra items apart from the estimated cost.
02:57For the renovation of the staff block and camp office,
03:00Rs. 16.54 crore was allotted as compared to Rs. 18.37 crore.
03:06The process of restricted bidding was also adopted for this.
03:09The reason for the allotment of the work tender under the restricted bidding
03:12could not be found in the audit
03:15because the related records were not made available to the CAG.
03:19In the CAG's audit, it was found that for the construction of the staff block and camp office,
03:23some amount of Rs. 19.87 crore was used for other works.
03:29The construction of the staff block was not done
03:32and the amount allotted for this was used for the construction of 7 servant quarters.
03:38This was not related to the main work.
03:41If the 14 pending reports of the CAG are kept at the Delhi Budhan Sabha on 25th February,
03:46there will be many more openings.
03:48Delhi's new CM Rekha Gupta has clearly stated that
03:51the previous government, i.e. the AAP and the Congress,
03:54have misused the public's hard-earned money.
03:57The governments that have looted the public's hard-earned money
04:00will have to pay for it one by one.
04:02In the CAG report, it was stated that due to the wrong policy of the AAP government,
04:07Delhi had to incur a loss of more than Rs. 2000 crore.
04:11It should be noted that since 2016,
04:14the Delhi Budhan Sabha has not presented a single CAG report.
04:18According to the CAG report, without checking the necessary documents,
04:21a GST refund of Rs. 36.77 crore was issued.
04:25At the same time, in the central government's civil service, i.e. UTCS,
04:29the employees were paid Rs. 1.68 crore for the training alliance.
04:35More than 21,500 people got the benefit of old age pension
04:39and on the contrary, 249 cases were dismissed without any reason.
04:44Many students handed over the same bank account and Aadhar number
04:49and also got benefits related to education from the government.
04:53The number of such students is more than 1,000.
04:56More than Rs. 2,93,000 students were given a subsidy worth Rs. 42.64 crore.
