00:00CAG report will be tabled. The question is which one will the Bharatiya Janata Party
00:04government want to table the first when it comes to the assembly session. Remember that
00:10with the damning revelations that even India today has accessed about some of the CAG findings
00:15with regard to what the BJP calls the sheesh mahal which is the renovation at Arvind Kejriwal's
00:19Flagstaff residence. CAG finds glaring financial misconduct. That's going to be one difficult
00:26charge for the AAP to be able to defend. 37 crore rupees GST refund but no verification
00:34on that. 21,000 old age pensions flouting guidelines. Details of which are awaited.
00:43Why this is getting more controversial is more and more details coming in. CAG report
00:47says same bank account, Aadhaar account for over 1,000 students. This is very serious.
00:57I reiterate same bank account, same Aadhaar account for over 1,000 students in the sort
01:04of scholarship schemes for examples that are given or guarantee schemes that are given.
01:0843 crore rupees irregular subsidy, irregular subsidy for students that coming in. So these
01:15are some of the issues that have come in in the Delhi CAG finding. Let's listen in
01:21to the details coming in. Shreya Chatterjee also joins me. Shreya, good morning. It's
01:26going to be definitely a heated session. What time does it begin? And looks like according
01:33to the CAG report details, Shreya, it could become very difficult for Aam Aadmi Party
01:38to put forth a reply. Go ahead.
01:39You know this is something that is on the cards today in the assembly session. At 11
01:45we will be seeing the Luckman Governor first open the house with his remarks. The house
01:49will then go on to adjourn and at 12 they will reassemble and then the CAG report will
01:54be tabled. Now it's unlikely that all the 14 reports will be tabled together. Which
01:59one will be tabled first will be the interesting lies. You were pointing it out. There are
02:03several such cases which are right now up for in the CAG report. There are subsidy schemes
02:10which is responsible for students. There are the GST report, Annamalai, which also highlights
02:16in another CAG report. And apart from that, we also have the CAG report on the liquor
02:21policy. Remember there are multiple ones. Which one the government decides to table
02:25first will be interesting to see. But clearly the 14 reports that are pending will be tabled
02:30one by one, if not together. And that will be adding to the furore in the assembly session today.
02:34Earlier we've been speaking to all the MLAs yesterday as well. And all of them said that
02:38how the profits of the public were misused will be brought to public by this government.
02:45That is what the sense on the ground is. So at 12 when the CAG report will be tabled,
02:51it is definitely going to stir up a fury session inside you.
02:54Alright, keep tracking all the latest on what precisely is happening. Remember that this
03:00is going to be a big Tuesday. This is what the BJP has waited at least for over 10 years.
03:05The Congress also would be watching very carefully. Newly elected BJP MLAs say that they are set
03:11to corner the Aam Aadmi Party. The Arvind Kejriwal residence on 6 Flagstaff Road in Civil Lines,
03:17that will be the big issue right now. India Today has exclusively accessed some of the
03:21details of the CAG report of the renovation and it's quite mind-boggling. The estimate
03:27going over 7 crore rupees, but the construction was awarded at 8 crore rupees. And eventually
03:34the completion of the project went over 33 crore rupees. These are only some of the details
03:41that have come in and could actually prove to be trouble unless of course the Aam Aadmi
03:45Party strategizing and giving their reply, preparing it one by one. That responsibility
03:51will be on the shoulders of the leader of opposition, Atishi.
04:03So let me now bring to you about some of the CAG findings that have come in this audit
04:07report by the Comptroller Auditor General of India that possibly will be tabled by the
04:12BJP. Here's one. Take a look at this. That renovation estimated at about over 7.91 crore
04:18rupees. This was for the Flagstaff Road. This is what it could be an estimate for. But when
04:24the tenders that were given, the projection of it and all went to about over 8 crore rupees.
04:31Eventual cost however went to 33 crore rupees. So from 7 crore of estimate, 33 crore rupees
04:38turned out to be which expert says about 340 percent increase on this. These are some
04:45of the details when are coming in that PWD declared the renovation interestingly as urgent
04:50for some reason on the priority basis that this renovation needs to be done for the Chief
04:55Minister in Delhi. We are also told that the consultancy through which this contract was
05:02given has been mentioned in the CAG report as arbitrary, that it did not follow a certain
05:08procedure that ought to have been followed with regard to giving to that consultancy,
05:12whether it's regard to estimate the budget or of course the work that needed to be done.
05:17Also adding on to this, that the kind of work that was done for an otherwise Aam Aadmi Party
05:23Chief Minister, that there were consultancy rates that seemed to be outdated. There was
05:27a certain inflation that was given to the rates with regard to the consultancy as well.
05:33There were antique items to be added. The superficial approach of the facade also was
05:39given prime importance that added to the amount of the kind of luxurious renovation allegedly
05:46that was done, increased the amount by about 50 percent even for the consultancy rates.
05:51Let me now tell you about, remember some of the visuals that have now come in. Parveshwar
05:55Ma has ensured and promised there could be a media tour of what they call the Sheesh Mahal.
06:00One contractor allegedly selected arbitrarily as well and therefore these are some of the issues
06:06that will become a key concern when it comes to giving contracts, getting the renovation done.
06:12Is the Aam Aadmi Party prepared to reply to this? Because BJP definitely appears
06:17prepared on this as well. So we're telling you about how the build-up area was increased,
06:21all that and more. I'm now joined by the BJP leader RP Singh on the phone line on this.
06:28RP Singh, good morning. Tell me, what does one make of this? Because this is going to become
06:34a full-on showdown and Aam Aadmi Party for now has denied the charges
06:39that the amount is being exaggerated as being shown.
06:46Well, when one is exposed that's the only way one tried to escape or try to safeguard his
06:52interest. But the fact is that the CAG report clearly mentioned where all money was spent,
06:59how money was spent and how much money was spent. The bigger concern is who gives the
07:04approval for all such things. As far as my information goes, approval was not given by
07:10the people of the officers. It was given by the family members of Mr. KG Diwal.
07:17That is on record also. I've been told that is on record also that the family members of Mr.
07:21KG Diwal. And there's a bigger concern that was it family who were deciding what artifacts to put,
07:28what marble to put, what sort of curtains to hold or that 12-act pot seat and all that was decided
07:36by the family or by the approval of the officers. And who shortlisted the contractor also,
07:43who shortlisted the person or the advisor of this complete...
07:51Are you saying that there is more than Arvind KG Diwal? That there could be a whole team
07:56behind it? Because I'm sure Aam Aadmi Party also preparing their defense for today's assembly
08:00session. Well, they can try to build up whatever defense they can build. But
08:07fact will remain the fact. The truth will always stay the truth. And truth is that money was spent
08:13without any approval from the required protocol officers, the gate protocol in the system. And
08:22money was spent on the items which are not as per the protocol of the PWD also.
08:34All right, Arvind Singh. Thank you. Thank you very much.
08:37Go ahead, sir. Finish your point. 15 crore rupees for water purifier.
08:43Tell me which sort of water purifier it could be? People of Delhi were not getting good drinking
08:48water, but man was using 15 crore rupees for his water purifier. So who gave this approval?
08:54Okay, who gave the approval? Who all were involved in it is what the BJP is saying.
08:5918 crore rupees, according to the CAG report, went to some extra items that were spent on
09:06superior quality items. Basically, financial irregularity of about 30 crore rupees has been
09:13issued two months after the work was done. Remember, this is the house Arvind Kejriwal
09:18didn't get to enjoy. And those of us and because I've covered from India against corruption days,
09:23I've reported when Aam Aadmi Party was founded. There was a very minimal lifestyle that definitely
09:28Arvind Kejriwal and his family were known to live since and as a politician. So many were
09:35surprised by the renovation. But the fact is Arvind Kejriwal didn't even get to reside for too
09:40long. Were funds diverted for staff block and camp office to the renovation of this Flagstaff
09:48Road and shouldn't have Aam Aadmi Party anticipated that this is going to be all on paper
09:55eventually could even cost them elections, which it sort of did.
10:08BJP says in total 14 CAG reports are with them, they'll table it. But of course,
10:13it will not be one by one. They want to take their own sweet time. This assembly session
10:18is of three days. They want to table at least two reports is according to our sources.
10:23What they are saying Chief Minister Rekha Gupta will present the first
10:27Comptroller and Auditor General report. It will be presented immediately after the address of
10:32the Lieutenant Governor. So today there's going to be a speech by the LG, Saxena and then there's
10:37going to be a full on fiery showdown. Expect Aam Aadmi Party to have come prepared. Remember,
10:42LOP Atishi landed up with protests at the CM office in Delhi Assembly, saying where is the
10:482500 rupees scheme that you promised to women? Parvesh Verma said, don't worry, first we are
10:53taking the media persons to the Sheesh Mahal to show them really what happened. Rekha Gupta said
10:59that the scheme will be implemented once there is more clarity on that. But the Aam Aadmi Party
11:05realizes today is the big day about the CAG report. Shreya Chatterjee joins me for the latest
11:10on that. Shreya, remember Atishi saying that as a CM, she was the one to have given that report
11:16in a sealed envelope to the Speaker, but eventually the BJP gets to make it public.
11:47Only two of three reports will be tabled in the Assembly and it will be the Chief Minister,
11:52Rekha Gupta, who will be tabling these reports and then it will be interesting to see how the
11:57discussion follows. Because after the Lieutenant Governor's speech and the conclusion of the
12:01report, we'll also be seeing a motion of hands. So there will be a response that will also be
12:05coming in from the Aam Aadmi Party as well. So clearly it's going to be a fiery session today,
12:11and what are the two or three reports? What will be the choice of these reports will also
12:17speak a lot in how the BJP is also aiming to corner the Aam Aadmi Party for times to come.
12:21All right, Shreya, keep tracking the latest. Our colleagues are on the ground to tell you how this
12:26Delhi Assembly session day two goes, because frankly, out of the three days, this is going
12:32to be full of surprises, attacks, charges. 22 MLAs of Aam Aadmi Party have the responsibility
12:38to defend the renovation and more, but BJP with 48 MLAs coming prepared.
12:48Listen in now to reactions coming in.
13:08So remember, amid all of this, there's going to be another controversy.
13:38And that is with regard to, on one side is what the BJP calls the sheesh mahal,
13:44and on the other, other bills issue as well. As Shreya Chatterjee continues to be with us,
13:50but I want to now tell you before we go across to her about the electricity and water bill.
13:56Was the bill of some of these ministers beyond what one would expect? We are told seven AAP
14:04ministers, former AAP ministers, of course, could be in the dock now for a bill that came
14:07over one crore rupees in two years. Let's go one by one. The electricity
14:15bill at former Delhi CM's residence was over 40 lakh rupees. His deputy and former education
14:22minister Manish Sisodia, and we'll put out those details on your screen in just a short while.
14:26You're looking at these ministers where, look at that, 41 lakh rupees for former Delhi CM
14:34residence for the electricity bill. His deputy and former education minister Manish Sisodia
14:39consumed over one lakh electricity units, which cost about 14 lakh rupees. Former health minister's
14:45official residence used 68,000 units of electricity, costing 10 lakh rupees.
14:50Former food and supplies minister's official residence used electricity costing 19 lakh
14:55rupees. Social welfare minister's residence, over four lakh rupees in two years for electricity.
15:02But CM could actually become, and former CM could face more trouble when it comes to water bill.
15:09Over one lakh education ministers of over three lakh for the water bill in two years.
15:20Shreya Chatterjee joins me for the latest on that.
15:23Shreya, so it looks like that BJP is digging out all documents they have in their arsenal.
15:29One side is the Sheesh Mahal controversy. Another, even the water electricity bills.
15:35You know, this is in fact an RTI, which is signed by one Kanhaiyaan
15:38from our end. This is actually dated in the month of November, 2024. This is not an RTI.
15:44But now that it's come in the public domain, what it's essentially highlighting that at least seven
15:48of the Aamadhi Party ministers' electricity bills adds up to 1.15 crore for two years.
15:55So that's a massive wrap-up in the utility bills for the Aamadhi Party ministers.
16:01And what we clearly understand is that the former Delhi CM's residence electricity bill
16:06costs 41 lakhs in two years. The education minister's costs 14.95 lakhs. The GAD minister,
16:14Gopal Rai, his electricity bill costs 21.70 lakhs. So essentially the amount is really high.
16:21And this is something that the BJP will definitely be mounting their attack on,
16:26suggesting that public money is being misused. So clearly, follow up to the CHD report,
16:32all these things coming out in the public domain will only add up to the problems for the Aamadhi
16:36Party. All right, so Shreya will be tracking the latest. There's electricity bill, there's water
16:42bill. Remember, because there was a lot of approvals that have to come in from the LG,
16:46from government at the centre, for National Capital Delhi. So easy access now to the BJP
16:52government in Delhi for all the documents, for the details. And Aamadhi Party will have to
16:58ensure a solid response. Otherwise, BJP looks strong right now.
17:02It's something brewing in Punjab, because Punjab Congress clearly is at it. They are
17:15consistently claiming, reiterating this time that Aamadhi Party government in Punjab is going to
17:22fall. Remember, AAP as government is now only in Punjab. Punjab Congress's Pratap Singh Bajwa
17:30again saying that, I say that with confidence that 32 Aamadhi Party MLAs are going to jump the
17:36ship. We are in touch. And Aamadhi Party, of course, remember, realising at this point
17:42that they could be sensing trouble, at least the kind of humour mongering speculation that's
17:48happening. Hits back says, looks like Bajwa is ready to join the BJP. Challenging Pratap
17:54Singh Bajwa to prove his charges. Let's listen in first to what Bajwa has to say and what Aamadhi
18:00Party's response to that.
19:31My colleague Asim Basi joins me for the latest on that. Asim, good morning, because this is one
19:36state that Aamadhi Party would not want to let go. But I'm curious here, has Bajwa given any
19:41evidence? How is he saying? Because it's a settled government in Punjab of the Aamadhi Party. Is there
19:47really a rift? What are you picking up on the details? Well, ever since the Delhi results
19:52have come in, Aamadhi Party has faced a heavy defeat. Pratap Singh Bajwa, who is also the leader
19:57of opposition, has categorically, irrefutably said all this that he has from 30 Aamadhi Party MLAs
20:03in touch with him. Well, what is the reality is a different thing. But definitely, Bajwa yesterday
20:09said openly that there are 32 MLAs and they are making advance workings for the Congress Party
20:14for the 2027 polls. Although Aamadhi Party has hit back, saying that Bajwa himself is
20:21packing his bags for the BJP and has had closed all meetings with BJP leaders in Bangalore,
20:25which Bajwa has denied. But mathematically, if you talk about the seat share and seat ranks,
20:32Aamadhi Party is in a very, very strong position. Out of a house of 117, Aamadhi Party is 93 MLAs.
20:39So there's no threat or nothing like that. But there's a difference between Bajwa and Aamadhi
20:43Party is continuous. And is it also about Bhagwant Mann and as much Arvind Kejriwal's
20:49leadership qualities to keep the flock together? Because perhaps Pratap Singh Bajwa realizes
20:54that in politics, there are no permanent friends or foes.
21:07All right, a Lokayukta giving a clean chit to Karnataka Chief Minister Siddharam
21:11Iyer with a Muda land scam grab charge. BJP is attacking the Karnataka CM.
21:17The Bharatiya Janata Party is questioning the Lokayukta investigation now in the scam.
21:22Remember, there's ED that's already been investigating the case. Lokayukta as an
21:26independent body does it separately as well. The Bharatiya Janata Party, however, is claiming
21:30Chief Minister did not have answers. Yet he got a clean chit. He was asked 30 questions only says
21:36the BJP. Now remember that, according to our sources, ED revelations weren't really pointed
21:43out to the Chief Minister by the Lokayukta. Why did that happen? Now, opposition is alleging that
21:49this was all a fixed match, that this clean chit was expected. The Congress, of course,
21:54is welcoming the clean chit saying it's proven the innocence of Chief Minister Siddharam Iyer.
21:59Let's first listen into the reactions also that are coming in. Sagai Raj also joins me.
22:04Sagai, I'll first come to you. Tell me, on what basis possibly the Lokayukta has given the clean
22:10chit to the Chief Minister? I'm sure the Congress welcomes that. Why is the BJP not happy? What is
22:14the BJP charge? What are they basing it on that it's not fair?
22:44Keep tracking all the latest on that. The Congress clearly happy. They believe
23:12it's his innocence that's been proven. The BJP says that he wasn't
23:17grilled enough to be able to nab him for the allegations against him. All right,
23:22so here's what has happened. The Lokayukta investigation report in the Muda scam case
23:26involving Karnataka Chief Minister Siddharam Iyer and his wife and others are revealing some
23:31crucial details with regard to the investigation as well. The report has been exclusively accessed
23:36by India Today Television as well. Now, what it says is that the Lokayukta posed about 30 questions
23:42to the incumbent Chief Minister. Then it also went on to, before closing the probe,
23:48asked him questions but not quoting at all from the ED details, ED findings, ED revelations.
23:56Remember, Enforcement Directorate also had investigated on this case. That's initially
24:00how the case had surfaced. Union Minister H. G. Kumaraswamy is slamming Lokayukta.
24:05Chief Minister meanwhile has said he's had no direct involvement in land compensation.
24:10The case that's linked to his wife. He has said in 2017 Muda chief informed him about authority's
24:16decision to grant compensation to Parvati under 50-50 scheme. Why is Kumaraswamy then not happy?
24:21Union Minister H. G. Kumaraswamy also comes in from the state, is a former CM,
24:25took a jibe at Lokayukta saying everyone knew what happened in the Muda scam. The documents
24:32told the truth yet the Lokayukta gave him a clean chit. The opposition BJP also jumping in saying
24:39that this was expected and biased, that the Lokayukta would not indict him. The
24:46Karnataka Congress says justice served. Lokayukta conducted an unbiased probe.
25:39Karnataka Congress says justice served. Lokayukta conducted an unbiased probe. Lokayukta
25:42conducted an unbiased probe. Lokayukta conducted an unbiased probe. Lokayukta conducted an
25:44unbiased probe. Lokayukta conducted an unbiased probe. Lokayukta conducted an unbiased probe.
26:09Lokayukta conducted an unbiased probe. Lokayukta conducted an unbiased probe.
26:18The Kumbh Mela is coming to an end. However, political showdown with back-to-back attacks
26:23is still peaking on. Remember, this is what's happening in the latest. Uttar Pradesh Chief
26:27Minister Yogi Adityanath is attacking Samajwadi Party specifically and other opposition leaders
26:32as well. Prime Minister Modi repeatedly now defending two days in a row with regard to the
26:38arrangements made at the Kumbh in Prayagraj. In Bihar, after Madhya Pradesh, Prime Minister Modi
26:43defended the Mahakumbh Mela, attacked the opposition that those who have believed in
26:47Jangal Raj will of course hate our faith and heritage. He's also said Bihar is not going
26:52to forgive those who abuse the Kumbh. UP Chief Minister Yogi Adityanath on floor of the house
26:57mocked the opposition, said those who search for good find good, those who constantly search for
27:01negativity will find that also at the Mahakumbh, making a direct attack at opposition, even
27:06throwing a vulture and pig jibe. SP Chief Akhilesh Yadav hit back at CM Yogi yet again,
27:13reiterating that there is mismanagement at the Kumbh in Prayagraj. He has said BJP has committed
27:18a sin, asking them to reveal the exact death toll of the stampede. Opposition leaders have been
27:24remembered in the past few days, been making a lot of statements, charging at the BJP with regard
27:29to the Kumbh arrangements.
30:29BJP can raise questions in the matter of law and order, but when they do so, they get trapped.
30:40Today, the people are answering the questions of the BJP, and will continue to do so.
30:47The path chosen by the BJP to oppose the Kumbh is a very good path to become an endless party.
30:54All the loyalists who died, who were Sanatanis, in Prayagraj, in Bhagdad, at New Delhi Railway
30:59Station, they would have expressed their condolences for that. If anyone opposes the failure of the
31:06government in the Kumbh arrangement, then he is not an opponent of the Kumbh.
31:11Respected Prime Minister is looking for votes in Bihar with the help of the Kumbh.
31:1618 people were martyred at New Delhi Railway Station. 30 people died in Bhagdad. It took you 18
31:25hours to remove the names of those people. Till date, their list of missing people has not come.
31:32Were they Gidhs? Did they die? Were they Gidhs? If you are talking about waste, then the CPCB,
31:38Central Pollution Control Board, is an agency of the central government.
31:41So, is the Chief Minister of Uttar Pradesh, Yogi ji,
31:44calling the agency of the Prime Minister of India, Modi ji, a pig? They have to decide this.
32:12But can that war end now? It's been a three year long deadly war.
32:16French President Emmanuel Macron openly hinting there could be a truce between the two nations.
32:21Following a meeting with US President Donald Trump, Macron said a truce between the two countries
32:26could be agreed to in the coming weeks. Macron has also asked Donald Trump to ensure
32:31security guarantees for the truce. Donald Trump has added it is time to restore peace
32:37between the two countries. Remember, this has been his focus ever since he's taken over the
32:402.2 administration. But Volodymyr Zelensky, Ukrainian President, has asked America and Europe
32:46to negotiate with Russia for a peace deal. Zelensky adds Donald Trump can help make peace
32:51through strength with the security guarantees. United Nations has passed two resolutions
32:55concerning Ukraine crisis. Resolution got 93 votes in favor, 18 against, 65 abstentions,
33:03including India that abstained. America sided with Russia, interestingly,
33:08and voted against the resolution.
33:33We want peace. And I think the initiative of President Trump is a very positive one.
33:49First, to have a truce. I think it could be done in the weeks to come.
34:03Peace is possible if we stand together, of course. And it's essential that we work together
34:09so that when we negotiate with Russia, the strongest defenders of freedom are at the table,
34:16America, Europe and the Ukraine. And Ukraine, this is where a real peace deal can happen.
34:25This report, what kind of peace formula does Donald Trump possibly have up its alley? Because
34:31Russia, Ukraine both want the war to end. They haven't been able to reach a peace formula.
34:36Can Trump and the leaders of the European nations find a deal? Here's the report.
34:41Andrei Rublyuk doesn't know how long his clinical death lasted
35:01after an explosive detonated beneath him. He's an Ukrainian intelligence soldier
35:08injured in the war two years ago.
35:12I approached the ammunition that was supposed to destroy and realized that it had been blown away.
35:18I realized that I had been blown up. I realized that life would change forever in this moment.
35:24I didn't lose consciousness. I didn't lose it immediately.
35:28I still remember how the boys loaded me into the car and how incredibly painful it was.
35:34Two years later, Rublyuk is back in the war zone,
35:41dressed in military fatigues, his missing limbs replaced by prosthetics,
35:48hooks in place of fingers, one leg firmly planted on an artificial limb.
35:56And like Ukraine's 380,000 war wounded, he's fighting Russian invasion.
36:10Ukraine is not the country you can conquer in three days.
36:14The Russians couldn't break us in 300 years. They tried, but they couldn't.
36:19Russians won't get Kyiv neither in three days nor in three years.
36:25They will never get Kyiv. We are strong and we are absolutely unbreakable nation.
36:33So the Russians should not dream about Kyiv in three days.
36:3624 February 2022. When the Russian invasion started, it was supposed to be a quick military
36:51operation and the Kremlin believed it would be over in three days.
36:57Ratified by the Russian parliament on the February 22, I decided to conduct a special
37:02military operation. It aims to protect people who have been bullied and subjected to genocide
37:08by the Kiev regime for eight years. Instead, three years have passed by.
37:17Instead, three years have passed by. Russia, cornered with sanctions,
