00:00The Commission on Elections rejected the new mode of printing pre-shaded balotas.

00:06According to the Commission, this is impossible to happen due to manual and machine verification.

00:15The Commission on Elections suggested that there is a possibility that this will happen in the elections,

00:19especially the new mode of printing of some groups that have invisible shades of the balotas being printed.

00:27According to Comelec Chairman George Erwin Garcia,

00:30it is impossible for the balotas to be printed with invisible shades

00:34due to manual and machine verification.

00:39You are just being fooled by the so-called invisible markings.

00:44When they gave up on the machine, they knew that they cannot do anything about it.

00:49They are not on paper and they say that they have secret markings.

00:53How will they do that while our printing of balotas is so guarded?

00:57Comelec also showed that the Ultimo Smudge, Punit, or even additional markings on the print do not pass the verification.

01:11There is a sample of a balota that was rejected through manual verification.

01:16Here, you can see that the balota is almost torn.

01:21It is possible that the machine did not read it.

01:24That is why it is being rejected through manual verification.

01:27There is also another balota that was rejected through manual verification.

01:31This is because you can see that there is smudge or extra ink on the print of the balotas.

01:38According to the Commission on Elections, if these markings are being rejected through manual verification,

01:44it is impossible to have pre-shaded balotas

01:49because they are doing it through manual verification to make sure that our balotas are good balotas to be used in elections.

01:57Comelec also said that the machine is also being rejected if the secret markings put by the National Printing Office are not being read.

02:05That is why it is impossible to have pre-shaded balotas.

02:08For those who say that the machine is being cheated or that automated counting machines are being opened,

02:14it means that there is a vote inside the machine.

02:17The Commission will make sure that in the final testing and sealing,

02:20there is not a single vote in the flash drive of the machines.

02:24When it comes to the election day, tomorrow, there will be a vote.

02:29Watchers are questioning why there is a vote.

02:33Meanwhile, it should be zero.

02:36It should be re-zeroed by the teachers in the final testing and sealing.

02:50Meanwhile, Comelec is now speeding up the verification of balotas

02:54so that they can reach the target after the printing of April 14.

02:58Comelec has added more than 200 people to do manual verification.

03:03From the previous 600,000, Comelec has already verified 1 million balotas per day.

03:09As of now, 3 to 4 million have already passed the verification of balotas.

03:14They have already printed 27 million balotas.

03:17The number of rejected balotas is not that much.

03:20The limited number of rejected balotas that we have seen are machine-rejected balotas.

03:25There are none that can be seen in the manual verification.

03:30Even if there is a smudge line that is black,

03:34when you look at it, it doesn't seem to be visible.

03:37Even though Dr. Willie Ong has already announced that he will withdraw from running for Senator in the election,

03:43Comelec assured that this will not affect the printing of balotas.

03:47Like Wilbert Lee, Stray Votes will also be Ong's vote.

03:51For now, it is not yet formal that Ong will withdraw from Comelec.

03:54But even if it is not personal to submit his document,

03:57it will still be accepted by the commission.
