00:00In more than 300 members of the House of Representatives or CAMRA, 20% of them were elected for party-list representatives.
00:15Based on the 1987 Constitution, they should have an integrated sector of society,
00:20such as workers, the poor, indigenous cultural communities, women, youth, and others.
00:28But after almost three decades, there was a change following the Supreme Court's decision.
00:34The nominee of a running party-list does not need to come from the same sector.
00:40He can also become a nominee as long as he is a member of a party-list or an organization
00:44or has a track record of advocacy for the sector he will represent.
00:49According to the election watchdog group Contra Daya,
00:52more than half of the 156 candidate groups in the election of 2025
00:58do not belong to the poor or marginalized sector.
01:03More than 25% of party-list members have a nominee from the political dynasty.
01:0925% have connections in large businesses.
01:14Some nominees also have connections with the police or military.
01:18There are also those with dubious advocacy or are involved in cases of treason.
01:27It's a big number to be worried about.
01:29In fact, I can even argue that even if it's just one, the political clan, it's still a big issue
01:35because our party-list system should only be for the marginalized and underrepresented.
01:41Scrutiny measures on who, which party-list to accredit.
01:46I hope that the commissioners are also thinking about that.
01:50According to the election watchdog group, they are already tightening their grip.
01:53But they are also extending their hands because of the Supreme Court's decision and party-list law.
02:01That's why we have a period where a person, a group, a registered voter
02:07can file a petition to deny due course or cancel a nomination.
02:13Unfortunately, we still don't have an anti-political dynasty law in the Philippines.
02:20In spite of the party-list system, we should still remember this election 2025
02:25that its original intention is to be the voice of the marginalized and underrepresented.
