सऊदी सरकार की तरफ से कहा गया है कि नये नियमों का मकसद नये तीर्थयात्रियों के लिए हज यात्रा को आसान बनाना, पवित्र स्थल पर भीड़ को कम करना और लोगों की उमड़ने वाली भीड़ के मैनेज करने में आसानी लाना है। इसके अलावा, हज और उमराह मंत्रालय ने तीर्थयात्रियों की सुरक्षा को बढ़ाने और हज यात्रा के दौरान ऑपरेशनल उपायों को आसान करना है।
